I can't see arrangement in system preferences

Arrangement does not show up in the display section of systems preferences.

It only appears if you have an external display connected.
If you already have a display connected, click the button at the bottom right of Display preferences called "Gather Windows" and it should pop on screen.

    There are can be reasons PDFs cannot be opened. For example, some forms created with Lifecycle Designer cannot be opened.
    Are you sure the file is a PDF? Can you open it in Adobe Reader or Acrobat on a Mac or PC? Does it give an error message when you try to open it?

    Back up all data.
    Boot into Recovery by holding down the key combination command-R at the startup chime. Release the keys when you see a gray screen with a spinning dial.

    Repair the Hard Drive and Permissions - Lion/Mountain Lion
    Boot to the Recovery HD:
    Restart the computer and after the chime press and hold down the COMMAND and R keys until the menu screen appears. Alternatively, restart the computer and after the chime press and hold down the OPTION key until the boot manager screen appears. Select the Recovery HD and click on the downward pointing arrow button.
    Repair
    When the recovery menu appears select Disk Utility. After DU loads select your hard drive entry (mfgr.'s ID and drive size) from the the left side list.  In the DU status area you will see an entry for the S.M.A.R.T. status of the hard drive.  If it does not say "Verified" then the hard drive is failing or failed. (SMART status is not reported on external Firewire or USB drives.) If the drive is "Verified" then select your OS X volume from the list on the left (sub-entry below the drive entry,) click on the First Aid tab, then click on the Repair Disk button. If DU reports any errors that have been fixed, then re-run Repair Disk until no errors are reported. If no errors are reported then click on the Repair Permissions button. When the process is completed, then quit DU and return to the main menu. Select Restart from the Apple menu.

    you can try removing the audio settings, and see if you get get into settings.

    I just updated to the new operating system which i'm starting to think was a bad idea, because it reset all my settings and I don't know how to fix them.

    so when I go to safari>preferences>security>uncheck box labled enable java script  links on webpages don't work and pictures and links son't want to appear on websites.  this made it so webpages don't want to work past loading the content in text format.  I have to check enable java script to go the webpages to work right so images and links work again but when I try to apply for this job the error message pops up saying I need to enable cookies and java script.
    SO I GUESS MY QUESTION IS IF JAVA SCRIPT IS ALREADY ENABLED HOW TO I ENABLE COOKIES?

    You installed Time Machine or Time Capsule? Time Machine is part of Leopard (OS X 10.5.x). If you are referring to Time Capsule, you set it up via AirPort Utility. You should have the install disk. If you are talking about Time Machine, can you confirm you have OS X 10.5.x? Your signature indicates you only have Tiger (OS X 10.4.11). If that is correct, you need to upgrade to Leopard.

    Does it open in the guest user?  If it's not enabled, you can do it from the apple >> system preferences >> users and groups.  Open the lock, select the guest user account and check the box to allow logging into it.

    4. In case any of the previous operations work but the settings don't "stick".  There are two plists associated with the settings:
    /Library/Preferences/com.apple.windowserver.plist
    ~/Library/Preferences/ByHost/com.apple.windowserver.XXXXX-XXXXXXX.plist
    The first is global to all accounts while the second is in your home directory.  The X's are a sequence of hyphaninated  letters and numbers.  If you can get these removed then it will probably revert to a default resolution.

    click on the  on the top left of the screen then click on about this mac, for version if its anything below 10.7.X then it will not have icloud

    I'm having some issues with my audio since I upgraded to Yosemite 10.10.1.
    This is currently what the sound section in my system preferences shows:
    Before I upgraded to Yosemite 10.10.1, I had an option for "US-200" on the list to select.
    I use music production software Cubase, and that application finds the sound card and allows me to play audio using it (another screen shot below)
    I'm just confused as to how an applicated on my Mac can find it, but it doesn't appear on system preferences? Is there a fix so that I can bring my system preferences to show my soundcard so that I can play music from iTunes through my Tascam US-200?
    Any help would be greatly appreciated

    It complains not just about one class, but about EVERY class that's loaded dynamically. When loading classes dynamically in a built exe, you have to specify their locations inside the build profile. This is what's done under "Destinations." Specifically for classes, they must ALL be either inside or outside the exe.
    Because my application is deployed to end-users, I want the classes opaque to them, so I set the destinations to be within the exe. This works fine, and the exe builds without problems, with all the classes embedded inside.
    The problem is the installer thinks all the classes that have been built into APT.exe are actually located in a system folder called "APT.exe." That's obviously wrong, so when it tries to grab those classes from a nonexistent file location, it returns an error.
    I know I'm not the only one building classes into exes, so I can't be the only one seeing this problem.
