I can't seem to reset my security questions, also having a hard time adding a rescue email

I have tried to read on how to reset my security question, but was having no luck. I finally reach max attempts. I read how use a rescue email, but can't seem a place to add a rescue email. I see the area where I can add an email, but it is not a rescue email. Thanks

You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
Adding or changing the rescue email requires correctly answering two of the questions.

If you don't have a rescue email address (you won't be able to add one until you can answer your questions), or you aren't receiving the reset email to that account (and you've checked the spam folder on it as well as the inbox), then you will need to contact iTunes Support / Apple in your country to get the questions reset.

I am trying to reset the Security Questions as I have forgotten them, when I have logged into My Apple Id, and click on the button to reset the Security Questions, it states it is sending an email to the Primary Email address. I do not have the option to input a Rescue Email address, the only option I have is to input an Alternate Email address, which I have done so.
Also when I have tried to book an appointment throuth Online Support, I have not successful, I have rung a telephone number provided by the Mac Store in Perth, Australia and the reply provided is that we are closed. I was given to understand that Apple provided 24/7 Support to their users.

They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
