You don't need to sign into iCloud on the iPad in order to access your documents. You documents appear in the compatible apps on the iPad.
What documents can't you fins? Pages files? You do have the apps that you need to access the files on the iPad - correct?
It really helps if you are very specific when you post a question. What exactly are you trying to do? If you want to upload documents from the Mac to the iPad - depending on what OS you are running on the Mac - there are different ways to go about doing it.
If you are running less than Mountain Lion on the Mac - you have to upload the documents into Safari (or whatever browser you are using) in your iCloud.com account. You sign into www.icloud.com on the Mac and then you add the documents by dragging them into the browser window in the appropriate tab in iCloud - in the browser window.

If you mean that Find My Phone is asking for a password to a different Apple ID to your current Apple ID and that ID is a previous version of your current ID, not an entirely different one.
This feature has been introduced to make stolen phones useless to those that have stolen them.
However it can also arise when the user has changed their Apple ID details with Apple and not made the same changes to their iCloud account/Find My Phone on their device before upgrading to iOS 7, or if you restore from a previous back up made before you changed your details and some other circumstances.
The only solution is to change your Apple ID back to its previous state with Apple at My Apple ID using your current password, you don’t need access to this address if it’s previously been used with your Apple ID, once you have saved these details enter the password as requested on your device and then turn off "find my phone" and delete the account from your device. It may take a short while to remove the account.
You should then change your Apple ID back to its current state, save it once again and then log back in using your current Apple ID. Finally, turn "find my phone" back on once again.

That response is so unhelpful as to be annoying.
Why is an apple ID that works for all other apple products not appropriate for iCloud? I have the same issue as the OP. Poiningt people to how to change the ID is not helpful, when the concern is why does the original id not work.
What is needed in order to select an ID that might work? Also, do we then have to use two different logins? One for iCloud and one for iTunes? That seems unlikely, as apple recommends using the same login for both.
Does anyone have any "helpful" thoughts as to what this issue is and how to fix it?

Everywhere I search on Apple's Support site says to sign in to iCloud using your "Apple ID," which I did. I've had my iTunes account for years (even migrated from the old AOL account system). It's the standard email+password that everyone is supposed to use.
My main question is how can I have a valid Apple ID and not an iCloud account--if the two are supposed to be linked?

I've tried both. First, I tried on my pc, where iTunes had installed iCloud when it last updated. I have iTunes installed on this computer (and on my iPad and iPhone), but that wasn't the issue.
So I went online, thinking I needed a separate iCloud Apple ID, but it prompted me for my current Apple ID and gave me the message about my ID being "valid" but not an iCloud account," which, lol, was what it had asked me to do in order to create one. I already quoted the minimum requirements, look in the post before yours.
You will have to upgrade your Mac to at least 10.7.5, upgrades are not free, you buy them from the App Store. Mountain Lion is the best but your Mac must be compatible.
Here is a list of compatible machines.
Also note that some older apps (Office 2004, Appleworks) will not run on Mountain Lion.

Having the email address is not necessary. It is just the username for the device. All you need is that Apple ID and password. Now, if you forgotten the password, then you have more work to do. Since that email is no longer active, you would need to send the reset to your rescue email, if you remember that. Or you will need to contact Apple Security for help. If the old ID is yours, and if it is an earlier version of your current ID, go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

Nothing is lost. So i dont understand when i was changing the apple ID and icloud Id the information is lost. You know when you go to setting and you click iCloud and i saw that the contracts book was light on. Does that matter? Does that cause i lost my contracts?

I don't think the iPhone is really designed for people to be switching from one Apple ID to another so when you do so you may experience problems. You have two options on the iPhone for where you can be accessing contacts, from iCloud and the iPhone itself. You can also pull contacts off of a SIM card but they are then stored on the iPhone and not accessed from the SIM card.
You could try this;
1. Go to Settings > iCloud
2. Sign in to the Apple ID that you want the Contacts from,
3. Turn "On" the Contacts slider and let it download all of your contacts
4. When it's done downloading, turn the slider back to "Off" and you should get a message like this..."What would you like to do with the previously synced iCloud contacts on your iPhone?"
5. Then select "Keep on My iPhone"
Then after that you can then sign out of that Apple ID and into your other Apple ID and the contacts shouls still be there.

You can change the Apple ID without any problem. On his device, go to Settings > iCloud > Delete account and login with his Apple ID so he'll get his information. iCloud needs an Apple ID, so if he hasn't got one, he must create an Apple ID > http://appleid.apple.com
When you delete the iCloud account, all the information will be deleted, so I recommend you to turn off each service before deleting iCloud

If you want to use your exisiting Apple ID on your iPad, you need to:
1. Go to Settings>iTunes & App Store and sign out the new ID, and then sign on the old one
2. Go to Settings>iCloud, scroll to the bottom and delete the iCloud account, and the sign back onto iCloud using the old ID
You still have not indindated why you are saying that using your old ID originally "didn't work". What do you mean by that? Did you get some sort of error when you tried to sign on with your exisiting Apple ID?
