I can't sync my ipod since wiping my computer, what can I do?

I recently had to have my laptop wiped which had all my itunes music on it. I have now downloaded itunes on the effectively new computer and logged in with my apple idea so I can access my itunes library but my ipod was not syncing the the library so I couldn't get any new songs I had bought since I wiped the computer onto my ipod. I read that this was because I ipod was still set to be connected to the old computer so I should restore it to factory settings, which I did. But now when I sync it I can only get the songs I bought on itunes since the laptop was wiped, and none of the ones from before. The old songs still show up in my itunes library but they have the cloud with the arrow symbol next to them so they have the option to download from icloud but none of them work when I try to download them  - it just says there was a problem and the service is unavailable. So I now only have a couple of new songs on my ipod, since I wiped all the others when I restored it. So what can I do? There is no way for me to back up the songs from the old computer or anything because it's the same laptop, it just got wiped. Have I lost all of these? Or is there a way to make downloading them from the cloud work? My laptop is windows not apple if that makes a difference.

From your post I understand that you have been unable to download the previously purchased music in iTunes.  The iTunes Store services were experiencing issues at that time, which includes Game Center services, iTunes Store, App Store, and the iBooks Store.  You can see the history of the downtime in the link below for March 11.  If you continue to have issues connecting, please let me know.

    If you have purchases on your iPod Shuffle that you want to sync back to iTunes, but are under the Apple ID you no longer have access to, you'll need to reset that account information. You can use this link to reset your password.

    If that doesn' work or help, you'll need to contact iTunes support and have them walk you through the process of resetting the older account information.  Once you know the email and password again, you can authorize your new computer and transfer any purchases from this account back to iTunes.
    For all non-iTunes purchased content, you'll need to the assistance of some sort of third party software that is not supported by Apple. See this older post from another forum member Zevoneer covering the different methods and software available to assist you with the task of copying content from your iPod back to your PC and into iTunes.

    Yes, if you choose the Erase and Sync option (or restore your iPod) you will be allowed to sync your iPod with the new computer.
    If you would like to save the content that's currently on your iPod, see this older thread from another forum member Zevoneer discussing the different ways to copy the content on an iPod back to your PC.

    Once you have selected your sync options in iTunes, such as what music or videos you want to transfer, the Apply button should be in the bottom right hand corner of the window. For more information on syncing iOS devices, you may find the following article helpful:

    Yes. Your iPod is designed to sync with only one iTunes library at a time, meaning that when you try to sync it with a new library, it will erase everything that is currently on the iPod and replace it with what is in the new library.
    So the first thing you are going to want to do is copy everything from your iPod back to your PC first using one of the methods described in this older post from another forum member Zevoneer.

    There is no such thing  as "home sharing sync".
    iOS devices can be synced via the cable or if running iOS5 or later via Wi-Fi.
    iPods (nano's, classics) must be synced via the cable.

    Sanmannyer, just what are you smoking? iTunes can sync non-iTunes purchased music to any iPod and iOS devices (iPod touch, iPhone and iPad) as long as it is not DRM protected.

I have been adding songs manually and that worked for a little but now my iPod is full and I can't take any songs off because my iPod isn't synced to my new itunes.     Put the songs currently on your iPod back into iTunes.
    If you are using iTunes version 7 or later, then you can transfer purchased iTunes store music from the iPod to an authorized computer by using the "file/transfer purchases from iPod" menu. Note that the maximum of 5 authorized computers applies here.
    For all other non purchased music (your own CDs etc) try this method which works on some Windows PCs.
    Enable your iPod for disk use.
    See: iPod Disk Use.
    Open iTunes and select edit/preferences/advanced/general. Put a check mark in the box marked "copy files to iTunes music folder when adding to library" and also "keep iTunes music folder organized", then click 'ok'.
    Connect the iPod whilst holding down the shift/ctrl keys to prevent any auto sync, and if you see the dialogue window asking if you want to sync to this itunes library, click 'no'.
    Then go to file/add folder, open 'my computer', select your iPod and click 'ok'.
    The music files should transfer to your iTunes.
    If this doesn't work (and it may not because officially it's not supposed to), check out the instructions/suggestions here.
    Music from iPod to computer (using option 2). This a manual method using "hidden folders" and although it works, it can be messy.
    Much easier ways are to use one of the many 3rd party programs that copy music from the iPod to the computer.
    One of the most recommended is Yamipod. This is a free program that transfers music and playlists etc from iPod back to the computer. However, it does not transfer playcounts/ratings etc.
    Another free program is Pod Player.
    Then you can sync your iPod with iTunes as before.

    You don't.  You synch your iPod to your computer.  There's no way to synch from iPad to iPod.  You can tranfer the same playlists to your iPod from the computer.

    If the music that was removed from your iPod (which happened as a result of syncing it with a new computer... an iPod is designed to sync with only one library at a time.  Connecting it to a new/different iTunes library will erase what is currently on the iPod and replace it with what is in the new library) is no longer in a backup anywhere or another PC, then there is no way to tell what used to be on your iPod.
    You'll need to either rerip the tracks you had from CDs back into iTunes or redownload them from iTunes via iCloud if possible.

    - Restore the iPod from that backup.
    Note that the iPod backup that iTunes makes does not included synced media like apps and music.
