I can't use my VISA card - help please

Hi, I have a normal debit card which I use all over the internet, abroad etc. But suddenly now, this one doesn't work. It keeps me saying that my card is not a registrated card in the Czech Republic, and so it does also with my travelling debit card.
Do you think this is just a system failure becouse the czech iTunes service was started on Thursday?
I had a problem even with signing up to the Czech iTunes, becouse when I got to my card and billing information, when I wrote my card # and the 3-digit code, a dialog box popped up informing me that iTunes servers cannot be connected - so then I choose NONE as a payment method, but now this is happening...

No it is not. iPhones, like all cell phones are not locked to countries. They are locked to carriers.

You should do as they ask; contact iTunes support. Some visa cards are not acceptable if they are debit cards, for instance. But iTunes support will tell you exactly why.
Incidentally, I have asked the hosts to remove your email address; it's not good policy to publish it, it could encourage spam at best and scams at worst.

Can't use google. Little help please

For some reason I cannot use Google as a search engine or access its website. Would really like to resolve this. Any help is really appreciated.
Things I have tried:
1.) Ping google and it was successful
The address it is using is 173.194.117.242
To make things weird, if I use this numerical address in the search cue I in fact get access to the google website
2.) I flushed the DNS in "Terminal"
Not sure if that did anything. I read somewhere to try it
Important background information
When I enter google in my search function, I am directed to this page strangely http://122.132.196.148/33407BMULZ/dsawfffs.php?64198
I do live in South Korea so that's why its in Korean. Basically it tells me I need to update google chrome (which I am not even using) or download some binary patch that really only is meant for Microsoft users so it doesn't work on my computer anyway.
So...Why is it that I can reach 173.194.117.242 (google) but then am directed to that strange web page in korean when I use google as a search engine in my browser (firefox,safari)

On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link. If you are doing it on your iPhone then try tapping on your id in Settings > iTunes & App Store (Settings > Store on iOS 5 and below) and select 'View Apple ID' on the popup - that should also give you a payments link on your account's page.

You aren't going to get any answers for this question for legal reasons...I would recommend you get a real visa card number under your name and do it the legal way.

I downloaded Global War a few weeks ago and now there is in-app content that I want to buy but everytime I try to purchase it, there is a message that pops up saying "Your purchase could not be completed" then another following message saying "Sorry... In-App Purchase Failed: Cannot connect to iTunes Store". How do I fix that? The content costs $9.99 but I only have 41 cents in my account, do I have to buy a gift card to get more money in my account or can I use my credit card? Is that the reason why those messages are popping up?
