This is for Mac users who are at either 10.4.11 or 10.5.6 and have Perian 1.1.3 Installed
It does not seem PCC or Intel Specific.
As Noted in the Question, the user can make a successful Video chat connection albeit without incoming Video being shown.
The Connection Doctor from iChat Video menu says there is a incoming feed.
Testing and work by Defcom proved this to be the Installation of Perian 1.1.3 from http://www.apple.com/downloads/macosx/video/perian_christopherforsythe.html
Perian 1.1.3 (a Quicktime add-on that uses a System Preferences like Flip4Mac) causes problems in both iChat versions when the OS is at either 10.4.11 or 10.5.6
This includes deliberate installs and automatic updates by the Preferences Panel (In System Preferences)
The Solution
Download and downgrade to Perian 1.1.2 and turn Off Auto Updates in the Preferences Panel
Process
Use the Un-install check box in the Perian Preference Pane panel.
Download the .dmg from this link WARNING THIS IS A DIRECT DOWNLOAD LINK http://perian.cachefly.net/Perian_1.1.2.dmg
Install Perian 1.1.2
Go to the System Preference > Perian pane and disable Automatic Updates

I'm having this same problem, except i've been traveling and video chatting fine, not that i'm finally home i'm trying to vid chat with my friend in america and same deal, all i can see is myself and hear the other person.... and they can hear and see me fine.
both using mac osx
anyone got any ideas??

I can video chat with John, John with Mike, but not Mike with me?

My brother lives in Abu Dhabi and he and I can video chat. He can also video chat with my dad (Mike) who lives about 500 yards from me (in North London). But I can't video chat with my dad, nor can we audio chat!
We've both attempted to initiate the chat and get the error code "-8", upon clicking 'accept' the other party gets a message that the invite has been refused.
Can anyone offer any suggestions as to how I can go about getting this resolved? I'd like to get to the stage when all three of us can video chat at once.

First have you all set the Quicktime streaming setting, goto sys prefs/quicktime/streaming/streaming speed, set to 1.5mbps
In ichats prefs click on video and change bandwidth limit to none.
Restart iChat.
And also try logging on to AIM on port 443 rather than port 5190.
Go to IChat in the menu bar > Preferences > Accounts.
Log out of AIM and then use the Server Settings tab
Set the port to 443.
Log back in again.

IChat4 each client can video chat with test accounts but not each other

I have two machines with iChat4. Each machine can video chat with the apple test accounts but the dreaded error 8 when trying to chat with each other.
Any Ideas?

In the Netopia turn the Firewall to Off as the settings LOw and above have some of the features I was talking about (DOS and SPI protection and Ping Blocking.)
For the TZ-180 I can only find info on the TZ -170
This site tells you how to do Port Forwarding.
The main point off linking you to it is it also tells you the default Access Info.
It is likely to be the same for this device your Buddy has.
I would not do the Port Forwarding straight away.
I would check the menu items to see if it has UPnP and that it is Enabled rather than Port Forwarding.
I would also check for the features or the wording of any firewall before resorting to setting the Port Forwarding.
I notice that the TZ-1 70 pics that site has also shows that that particular device has a VoIP setting.
IF the 180 has this we will need to know what it says and what the wording is and if the service is used.

Yes, they do play in iTunes. (And just in case you don't know, I am on my home computer where I originally set up my iPod.) If you have iTunes 11 on your computer then you can enable the left-hand sidebar on it via option-command-S on a Mac, control-S on a PC - when connected (and if your computer's iTunes is up-to-date) your iPad should then appear on that sidebar under a 'Devices' heading :
If you select the iPad on that sidebar you can then use the Movies tab on the right-hand side of the iTunes screen to select and sync that film to your iPad's Videos app.

Video Conferencing Program cannot see myself but the other party

I have made a video confrencing a program. I am now able to see the other party doing the conferencing but I cannot see myself on my screen. Can anyone help?

If you meets that any other one can't see themself just like you.
I think It's becaouse you use the datasourse for your transfer to another.
you shold find of the sample of JMF solution as the clone datasourse sample.
and you can play your own capture and transfer at the same time.
or if just you can't see yourself and other party cannot see you. You should check the hardware by JMF Registry.

I am signed into the iCloud and contacts are turned on in the iCloud settings on my iPad. the iCloud account is checked in the groups area of the contacts settings. the calendar is turned on the same way and that syncs to iCloud...just not contacts.

Because you've got music and movies streaming to your Apple TV, I know you've authorized Home Sharing under the file menu of iTunes. But under that same iTunes file menu you must also go to the "Home Sharing" pull-down and select "Choose Photos to Share With Apple TV". You can select All photos, or just specific albums. Maybe worth saying again that this is done from iTunes and not iPhoto.
If you've already done this and still no photos on AppleTV, check to see that your photo file names (previously imported into iPhoto) have valid suffixes (such as photo.jpg). Without that valid suffix, iPhoto on your Mac will show the photo just fine (courtesy of the hidden Type Code embedded in the photo file), but AppleTV will not.
Good luck and let me know if either of these worked.

You don't need to configure anything specific for it to work unless you had some special filtering in place already.
What do you mean specificly by can not "see" it with your iPad?
