I cannot activate My IPhone

I Lost mi IPhone, then I Found it in My Car, but I erased for security reasons, when i connect to the computer or Wi Fi, it says we're sorry, we are unable to continue with your activation at this time, please try again later or contact costume care, i don' t Know what to do? any help will be really appreciated.

As KiltedTim said, it matters where you purchased a device if it is an AT&T phone, if AT&T did not authorize the unlock, then it was hacked.If hacked, then it cannot be activated unless you have an AT&T account. As he said in his first post, you probably have a used, hacked phone, and no one here can help with that. When restored, it locked back to the original carrier, AT&T. You are out of luck.
Just because you don't like his answer or asking you questions to try and diagnose the problem does not mean he is not trying to help. That is exactly what it takes to try and help when you do not provide enought information.

    if your phone has ever been replaced by Apple (within or outside of warranty), have Apple check their records to which carrier your iPhone (its IMEI number) is currently locked to.
    If it is locked to any other than the carrier you have your SIM-card from, ask the folks at Apple to have your phone's lock adjusted to your carrier. Once that is done, there is a good chance that your phone will work again.

    That's because it was not legitimately unlocked. It was hacked.
    Only the carrier it is locked to can authorize unlocking it. Contact them.

    The problem was not from the device it self
    When my friend took it to the shop ... The guy in that shop is a bad guy
    He have changed some hardware so that the serial changed
    I don't know how .. But I notice that when I check the iPhone box which I have
    The serial is not the same and then I found that the serial which I wrote is for locked iPhone for France orange
    I'll see what to do tomorrow

    Do you have a SIM in the phone?
    A SIM is required to activate it.
    If you DO have a SIM in it, the most common cause of this problem is a phone that was hacked to illegally unlock it and has been updated or restored.
