Debit cards are no longer accepted in the iTunes Store, it seems. The current valid payment methods are listed here:

You can try contacting the iTunes Store and asking if there is any way to use your card, but they probably will tell you that it's not possible.

Using a debit card in any online service where it stores your card is a bad idea in any case since if someone gains access to your account in the service, they can quickly drain your bank account. Credit cards limit your liability, as do prepaid iTunes cards.

The app I would like to buy is Children's talking illustrated dictionary.That app, unless there is more than one by that name, is free. Are you trying to make the in-app purchase to the full app? If so, then the message indicates that you are signed into an iTunes Store account different than the one under which the app was originally downloaded, and that won't work. You either need to sign into that original iTunes Store account, or you'll need to delete the app from your iPad, redownload it using the iTunes Store account you wish to use now, and then you should be able to make the in-app purchase.

If you have a credit card on your account then it will need to be valid and accepted by the store, if not then you won't be able to download anything until you have valie payment details.
If it's a credit card (i don't think that debit cards are still accepted) then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? All you need to do is run Software Update to make sure you have the iWork 9.1 update. It will update your existing installation of the three applications. If you're not running the latest versions & Software Update says your software is up to date, make sure the applications are where the installer initially put them. The updaters are very picky. If the location is not where the updater is programmed to look or if the folder doesn't have the name the updater looks for, it will not work. The applications cannot be renamed or moved. Even if you think you'll never need all three of the applications, you cannot delete any. They must be in the iWork '09 folder in Applications. That iWork folder must be named iWork '09. If it doesn't have the '09 Software Update won't find them & the updaters won't work.

I cannot downlaod any apps on my IPhone. It keeps telling me to go to the ITune store and change my billing information and I have done that and it still won't let me download apps.

This may sound stupid, but I'm gonna throw it out there anyway. Is it possible, that if I have enough junk on my desktop it might disrupt the signal? It seems odd, but it kind of looks like my signal is strong and relatively steady now that I've cleaned my desktop. I do tend to get very cluttered. I use a lot of reference images and save text clippings to use later... it just piles up very quickly.
So, I wonder if all that extra effort my system has to do keeping up with the junk might have something to do with the drop outs? -

You would have to move to the U.S. and find a place to live. Then you would have to get a credit card billed to that U.S address. Then, as long as you were inside the borders of the U.S., you could buy from the U.S store.

As RG says, if you're in the US, you haven't allowed for the sales taxes charged by your city and state. You'll need to buy something less expensive, add a credit card, or redeem an additional iTunes card.
