I cannot complete an in app purchase on my iPad.

Every time I attempt an in app purchase, it tells me to contact iTunes support to complete the transaction. I can purchase new apps normally without issue, and I have all restrictions lifted on in app purchases. I'm not sure what to do at this point. I've sent iTunes support an email but am still waiting for a response

This seems to be an ongoing issue with no resolution or information from apple. Several game sites have posted that they are experiencing problems with many users.
I have raised a few support requests, received my email to say they will get back to me in 24 hours, but the cases are always closed with no response.
When I look up the case number it's always closed, and nobody ever gets back to me.
I have never had a moments trouble with the google app store, but have been battling with apple for a while. I am not really sure where to turn to solve this. I have a decent balance in the account in vouchers so it should be easy to complete the transactions.
