Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)

You have purchased Cloud storage. The lack of storage is on the iDevice. You will need to move/delete content from the iDevice to make room for new content.

Do you see a blank square when you try to download a specific app, or is it the same when you try to download anything? If it's for a specific app, could you specify the app?

Yes, you can download iTunes for Windows using Parallels. If planning on making purchases here and/or authorizing already purchased tracks (from your Mac iTunes library), you are permitted to authorize five (5) computers as per iTunes Store terms of use, regardless of computing platform. No need to create a separate new iTunes Store account.
However, judging from what you would like to do, your best bet would be to convert the WMAs to AAC/MP3 in iTunes-Windows (iTunes-Mac cannot import WMA files), and drag the files from the Parallels window to your desktop to add to the iTunes-Mac library. (as the iPod itself is currently linked to your iTunes-Mac library)

Generally the installation of apps requires about double the space of the app for installation purposes. Try downloading the app in iTunes on the computer and then sync it to the phone using iTunes.

iPhoto converts nothing. When you import a Raw iPhoto generates a Jpeg preview that is used for sharing via media browswers. This is also what you get if you drag and drop. Your Raw is preserved, untouched.
File -> Export and set the Kind to Original will get your Raws.

All apps, all paid and free apps include DRM protection which is tied to the iTunes account that was used to download the apps. You can't transfer apps downloaded with one account to another account or merge accounts.

Can't find the agree button on ios 7!!!

After the update and after trying to download an app, I would sign in and it would say that I need to accept the new terms and conditions. I open the giant terms and conditions document but it does not have any agree buttons, on none of the 54 pages on it. I've already tried shuting (restarting) my iPhone 5 but I still cannot find the accept button. Please Help!!!

One of my team had this problem this morning and this is how I solved it:
1. Go to Settings
2. In Safari make in 'Block Cookies' you don't have 'Always' selected (middle option is best)
3. Swipe down to 'Advanced' and make sure 'JavaScript' is on
4. Go back and tap 'Clear Cookies and Data'.
That should have resolved it. If not make sure you don't have 'Private' selected in Safari and try restarting at this point.
That should definitely have sorted it out.
After tapping 'Agree' in the App Store terms, if you want to go back and change the above to your preferred state you can do so. I believe the App Store is using a Web View for the terms and this needs to store a cookie.

There isn't a way - at least not that I have found. I'm having an issue with this as well - seems like a shoddy sort of business practice. I refuse to enter my credit card number to download a FREE app. I'm encouraging the user community that has a problem with this to please post your opinion as well. The button would be on your iPod version of Skype, not the computer version. They are not the same.

Your ipad has a cellular access number in settings under cellular data.
it is not a phone, and that number can't be used to phone calls.
