Which operating system are you running on?
Are you upgrading from a previous version of Photoshop elements or is this your first?
Are you trying to load the organizer or the editor or do both fail?

I had this exact same problem. I found this fix and it worked for me.
Step 1:
Browse to C:\Program Files (x86)\Common Files\Apple\Apple Application Support and copy the filen named QTMovieWin.dll.
Step 2:
Browse and past that file into C:\Program Files (x86)\iTunes.
Hope this helps you. I wish I could remember where I saw this originally so I could thank them.

I bought Elements 13 4 days ago through Amazon - so far it has not run for more than 5 minutes before Windows closes it down with the message - this program is not working correctly, windows will close it. I know this is not unusual but has anyone got a solution - apart from returning it
with a very unfavourable review? I have tried all the suggested fixes on the Adobe help site with no result. Elements 10 runs OK on the same machine.

Do you have any version of Premiere Elements 13 or only Photoshop Elements 13 which comes with Elements Organizer 13?
Let us look at the following for Elements Organizer 13....
1. Deletion of disabling the Elements Organizer 13 setting file which is named psa.prf. In Windows 7, 8, o 8.1 64 bit, it is found in the
path
Local Disk C
Users
Owner
AppData
Roaming
Adobe
Elements Organizer
13.0
Organizer
and in the Organizer Folder is the psa.prf file that you delete or disable by renaming it from psa.prf to psa.prfOLD.
2. If the above gains you successful entry into the Elements Organizer 13, then you can
a. create a new catalog
and/or
b. repair or optimize the current one
See Elements Organizer 13/File Menu/Manage Catalogs/Catalog Manager.
3. There are times that certain formats will bring the Elements Organizer down when you try to import those formats into
it. But, from what you wrote, your current problems do not sound media related.
3. At your earliest opportunity, please update Elements Organizer 13 to 13.1 using its Help Menu/Updates.

I can't open my Itunes program in my laptop computer with windows 8. the message is "Itunes has stopped working. A problem causess the program to stop working properly. windows will close the program and notify you if a solution is available". I reboot the machine, Uninstall and re install the Itune program, stilll the same message pops up.
The first thing to try is System Restore to take you back to a point in time when it did work. If that is not successful, create a new user on the computer. log in with that and see if ID will start. This will tell us if the problem is in the system/program or the user account.
If it works in a new user account, see Replace Your Preferences and in addition to replacing the prefs, empty the InDesign Recovery folder that will be in the same location and the InDesign SavedData file. -

When I try to start Firefox, I get a message that it is already running, but not responding and that I should close it before trying to run another Firefox. But I cannot find a way to close Firefox program that is not running as far as I can see. I tried uninstalling and reinstalling Firefox, but that did not work. I have iPad 2, iPhone 5s, both with iOS 7.1.2. I use PC with Windows 7 and hard wire internet service and iTunes to update apple products; no wi-fi. I updated iTunes to v11.4 on 09/11/14. I ran Windows update on 09/10/14. I did not try to open iTunes on my PC until yesterday 09/16/14. I got the message: "iTunes has stopped working. A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available." I got the same message today. Does anyone know if this is a Windows problem and if a solution is coming or an iTunes problem? I can get iTunes on iPad and iPhone. All other programs PC are working correctly. I use Norton Internet Service on PC. I ran virus scans and repair/reinstall iTunes yesterday on PC.

After I purchased the creative cloud, I receive an error message when trying to use premier pro cc 2014. It states "Adobe Premiere Pro 2014.2 has stopped working. What does the detailed crash report say?
And have you updated your video card drivers from the GPU maker's website? (most crashes on launch are due to bugs in out of date video card drivers) -
LRoom 5.5 does not export files under any circumstances. I've chosen different locations; putting it in Lightroom NEF to JPG, putting it in another program, same conversion.
I get a "win 32 file missing.....". I did not copy that message as it was not complete. I uninstalled 5.5 and reinstalled 5.4 and it works just fine. I didn't notice any difference to begin with. Minor fixes for a few cameras and lenses.
Not being able to export is a SERIOUS problem and its not with my computer. If it worked for the last 3 years, it must be with 5.5.
Any ideas? Thanks for you input and help. Also, how does one get Adobe to interact directly with its customers rather than having the blind leading the blind??
Thanks99.9% (estimated) of Lr5.5 users are not having the problem you are (can't export).
That said, for this type of problem, you may want to consider Adobe technical support instead of the forum - I prefer chatting..
If you want some advice from a fellow blind user: try renaming your preferences file (and all other Lr data files if preference file doesn't make a difference, try a new catalog if still no luck). If still the same error, consider posting the rest of that error message - it could be you just need another "win 32" file not being installed by Lr installer, but without knowing the filename, it's kinda hard to say.........

PS - the logic: "no problem til Lr5.5, so Lr5.5 code at fault" sounds good on the surface, but is surprisingly flawed - perhaps you should consider yourself lucky the other versions worked despite the potential for problem, rather than considering yourself unlucky that you got nailed when upgrading to Lr5.5 .
