I cannot input a new credit card number

Dear ROBERT WENDT,
On 02/21/2015, we attempted to charge you for your 20 GB iCloud storage plan, but there is a problem with your payment information.
Your account will be downgraded to the free 5 GB storage plan if we cannot successfully renew your subscription.
Follow the instructions below to update your billing information:
1.
On your iOS device, go to Settings and tap iCloud
2.
Tap Account
3.
Tap Payment Information and follow the prompts.
You can also update your billing information on a Mac or PC.
Instructions do not work!

After reviewing your post, it sounds like you are trying to change the credit card details. I would recommend that you read this article, it may be able to help the issue.
You can try to change the card on a computer or iOS device if one does not work.

    What didn't work? Your email didnt go through? You have to get in touch with iTunes support and wait for a response. It does not happen instantly. It can take up to 48 hours to hear back from them.

    Next time you need to make a purchase, try to add the new payment method first and then delete the old payment method from your save payment methods.  If this does not work, contact customer service for further assistance.

    Could be any number of things - hard to tell since you haven't provided details.  If this is for a purchase on the app store, the card's address must be from the same country as the store's location.  Could be lots of other issues.

    I have tried different things to address the fact that CC is constantly sending message about my unprocessed payment (I have changed my credit card number) but I have cancelled my membership and they should not be concern with unprocessed payment. Could I talk to a real person? The steps indicated in the website is like a vicious circle bringing me back to this forum, no option for calling or chat.     Contact iTunes if yo know your current payment method is valid. Form the message it appears that it is not valid (has no funds)

    My iTunes account is set to Italy as that is the billing country of the credit card I associated with it when I started the account. Yet, I know live in Belgium and have a credit card with billing address in Belgium. I have tried to update the information but:
    I cannot change the payment information from the payment information options since the address and credit card settings are set on Italy (if I try to simply type my new credit card number, I get an error message that says that the credit card number I entered is not valid for Italy)
    I cannot change the Country/Region setting. The message I get is "you have an active iTunes Match subscription; you must cancel it before you can change stores".
    So, does it boil down to cancelling the iTunes Match subscription? If so, how do I do it (there is no option in iTunes itself to do that)? Also, I have 4 good months left on my iTunes Match subscription - will I be credited those months back if I cancel and then re-subscribe?
    Last but not least: I read some really dreadful posts from 2011 on how people who had changed billing information had lost access to their apps and were charged anew for music they had bought with the previous credit card. Has this issue been solved?

    You have to physically be in that country as well as have a credit card (or  iTunes gift card) both of which have to have been purchased or have a billing address in the country of that iTunes store.

    Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

    You can have apps purchased from more than one account. It does complicate update apps though.
    - Go to settings>Store and sign out and sign into your account.
    - Apps are locked to the account that purchased them.
    - To update apps you have to sign into the account that purchased the apps. If you have apps that need updating purchased from more than one account you have to update them one at a time until the remaining apps were purchased from one account.
