I get plans and specification sent as attachments and they are pdf files. When I go to open the attachment three options come up 1 Open with protected mode disabled
2 Always open with protected mode disaled
3 Do not opern with protected mode disabled.
My only option is to open with protected mode disabled.
But when I go online, I do not get that option - It just says problems with adobe and connot download.

Try two things with Safari not running:
1) Launch Adobe Reader, open its preferences, select the Internet category, and check the values under "Display PDF in browser using". If it's checked, try unchecking it.
2) Look in /Library/Internet Plug-Ins (at the top-level of your boot volume) for something names AdobePDFViewer.plugin. If you see such a file, try moving it to a folder named "Disabled Plug-Ins" (if such a folder exists) or onto the Desktop.
Then see how things work.

It sounds like you need to uninstall and reinstall Adobe Reader. This may help solve the problem. Glitches can occur over time that causes things like this to happen.

I would try using this tool to first remove all traces of Acrobat from your computer:

Then, you can download the full offline Reader installer from
http://get.adobe.com/reader/enterprise/
After downloading, restart your computer and run the installer before doing anything else.

First, thanks for responding. These are mostly emails with attachments or documents that I have. I download them and once I open them the page is blank. I also cannot look at them in Preview. The same problem. I called Apple and they said they assume I have an older software version. They are going to send new software. I am not really sure this will solve my problem. Disabling Protected Mode should fix the problem. But since you cannot even open Adobe Reader by itself, you need to do it via the Windows registry. If you tell me your installed Reader version, I can give you a registry script to do that.

Found the solution online!
An easy way to locate a file is to open the Finder. From the menu bar click Go > Go to Folder
Type this in exactly as you see it here > /Library/Internet Plug-ins
If you see the PDF Browser plugin, move it to the Trash.
Relaunch Safari to test.

You can download Adobe Reader from adobe.com. The Mac OSX uses its "reader" to open PDF files without the Adobe Reader. If you downloader adobe reader, it should open all PDF files. Hope this helps.

This happened since Monday 16 Septemeber, after I downloaded and then uninstalled Adobe Reader.
My Safari preference is "allow all other plug-ins", and preview would open pdf downloaded files to my MBA, but not if on the web.

Back up all data.
If Adobe Reader or Acrobat is installed, there should be a setting in its preferences such as Display PDF in Browser. I don't use those applications myself, so I can't be more precise. Deselect that setting, if it's selected. Otherwise do as follows.
Triple-click the line of text below on this page to select it, the copy the selected text to the Clipboard (command-C):
/Library/Internet Plug-ins
In the Finder, select
Go ▹ Go to Folder
from the menu bar, or press the key combination shift-command-G. Paste into the text box that opens (command-V), then press return.
From the folder that opens, remove any items that have "Adobe" or “PDF” in the name. You may be prompted for your login password. Then quit and relaunch Safari, and test.
The "Silverlight" web plugin distributed by Microsoft can also interfere with PDF display in Safari, so you may need to remove it as well, if it's present. The same goes for a plugin called "iGetter," and perhaps others.
If you still have the issue, repeat with this line:
~/Library/Internet Plug-ins
If you don’t like the results of this procedure, restore the items from the backup you made before you started. Relaunch Safari again.
