I want to change my password and cannot do this without answering the 2 security questions. I have no idea what the answers are. I have tried everything please help.

Anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID.

I cannot make any more iTunes or Apps purchases because I cannot remember my security questions. I have read online that you cannot update rescue email address (mine is no longer valid) until you answer the security questions. I have clicked on the link for support on account management but it never opens. I am very upset because all I am needing to do is make purchases. I see you are locked out of answering your security questions, see the last sentence under Note in step 5 as it is the best resolution to this issue.
You'll be asked to answer 2 of your 3 security questions before you can make any modifications. If you are unable to remember your answers, you can choose to send an email to your rescue email to reset your security questions.
Note: The option to send an email to reset your security questions and answers will not be available if a rescue email address is not provided. You will need to contact iTunes Store support in order to do so.

You might try to see if you can change your security questions. Start here, change your country if necessary and go tomanage your account > Password and Security.
I'm able to do this, others say they need to input answers to their current security questions in order to make changes, I'm inclined to think its worth a try, you don't have anything to lose.
If that doesn't help you might try contacting Apple through Express Lane (select your country, navigate to iCloud help and enter the serial number of one of your devices)
