It means you are already signed into the ID as a secondary account on your Mac. Go to System Preferences>Internet Accounts. If you see this iCloud listed on the left sidebar, click on it and confirm that it shows your iCloud ID. If so, click the "-" sign below the account list to delete it. Then you should be able to go to System Preferences>iCloud and sign in with the ID as your primary iCloud account without getting this error.

It means you probably haven't entered your credit card information for your account yet. If you want to get free apps without doing this you have to create an Apple ID without a credit card by following this guide exactly: http://support.apple.com/kb/ht2534. Please be aware that you cannot "buy some additional GB to [your] iPad"; the storage capacity of the iPad is fixed at the time of manufacture. You can buy additional iCloud storage, but that's not the same thing.

You can email Apple for help but the link is for the iTunes store not the Mac App Store. You've inadvertently poasted in the Using Mac App Store forum but that's ok. Billing issues are the same for the iTunes Store.

I need student to be able to download free apps on ipad without compromising the account that I have created. No. You have reached Activation Lock, a security feature that can only be signed out from by the original owner. Not even Apple can help you out with this.
Sorry but the device is useless. Seeing you cannot contact the previous owner then a refund also seems impossible which would have been your only other option.

Sorry, but without knowing the Apple ID and password that has been used to set up the phone, you can't set it up with a different Apple ID. The Activation Lock has to be deactivated first. And nobody but the previous owner can do that.

i'm currnetly located in China and i found out that i cannot download any app directly from mac app store. Does anyone else also have the same issue? its been over a month or so.. Not a single app. even if it starts it shows downloading failed.

Welcome to the Apple Community.
Unfortunately once all the 3 iCloud accounts have been created on your mobile device, you cannot create any more regardless of what you do. You will need to re-use one of the accounts that you have already created or create your new account on another device or computer.
You should however be able to add existing accounts to your device, are you sure you aren't trying to create on rather than simply use an existing one.
