I cannot sync my iphone because my "other" storage has ballooned to nearly 6g. Also, I'm worried to restore my iphone to fix the problem because my notes aren't syncing to iCloud. Aghh! Can somebody help?

My "other" storage has balloobned to 6g and now my iPhone will not sync. I ought more ICloud space to compensate, but that did not remove the "other" storage and I am still unable to back up, even to my PC.
I've never encountered this problem before and I've been an iPhone customer for years.
Someone mentioned restoring my iPhone, but I'm worried I'll lose a lot of info as I cannot find my past backups.
Ideas?

First - try deleting some Messages if you don't regularly clean them out. In my experience, eliminating that first often reduces the "Other" situation enough where your iCloud backups will start working again. Your backup file is probably enormous which is causing this problem with Notes.
If that doesn't work come on back and everyone will help you work on this.

I can't switch apps on my iPhone 4. I have 9.3 GB of free space out of 30 GB. Rebooting doesn't fix the problem. Does anyone know of a good fix?

I can't switch apps/programs on my iPhone 4. Whatever app I'm in is the only app I can use unless I restart my iPhone. Then I can choose a new app/program to use but then it's stuck on that app/program until I reboot my iPhone. Syncing it with iTunes doesn't seem to fix the problem and I regularly close apps/programs so I never have many multi-tasking.
This problem sometimes goes away for a brief period of time (an hour or two) but it's pretty much been this way for the past 48 hours.
I have a 32 GB iphone 4 that has the following on it: 4.9 GB Audio, 8.2 GB Photos, 6.2 GB Apps, 0.58 GB Other, 9.3 GB Free.
I am using iOS v 4.3.5
Does anyone know of a good fix?

You mentioned rebooting, have you tried a cold reboot? That is is holding the home and lock buttons down for about 15 seconds?
Ignore the slider asking to turn off, just keep holding. Once it goes off continue to hold for about 10ish more seconds and it will eventually turn back on.

Set the iTunes to prevent automatic syncing before you plug it in the first time. You should be able to extract any photos in the camera roll as you would from any other camera. You can transfer purchases to get anything you actually purchased from the iTunes store off the phone and into iTunes. Made sure you have at least 1 contact in whatever application you intend to sync contacts to. This will give you the option to merge them. If you don't, the phone will be overwritten with the blank address book from the computer.
As for extracting anything else, media sync is meant to be 1 way only. Computer>iPhone.
As for media that wasn't purchased on the phone, you can try a 3rd party program that 'may' be able to extract it, but this isn't sanctioned or supported by Apple in any way. Technically, you're out of luck if you don't have a backup from the computer that was repossesed.

First begin by resetting the SMC (system management controller) on your macbook as shown here: http://support.apple.com/kb/HT3964
Have you recently changed any hardware ? May there have been any condensation that found it's way on the greater area of the keyboard and specifically near the power button ? Have you tried pressing the area directly near the said button and then pressing the power button itself simultaneously with the possibility the contact may have gone haywire ?

Unfortunately downgrading is not possible as it is nto supported by Apple

Apple won't replace my iPhone and wiped it completely saying it would fix the problem but it hasn't..

So basically I took my iPhone in to be fixed. It's got a problem where the wifi won't switch on nor will my Bluetooth. Knowing I only brought a new iPhone about 4 months ago thought that's ok I'll get it fixed or a new one.
How wrong was I? Not only were they rude to me and talked down the me. They also completely wiped my phone convincing me it would fix the problem. Well it didn't. I actually left the store crying as I had no contacts, photos, or apps.
They refused to help me any further without me buying a new phone. They said that when I got my new phone from them to replace another broken headset I only got 90 days warranty. They said I signed for it. In my opinion they should make it clearer and tell you this.
I am disgusted at the way I've been treated and think that for such a big company they really don't help themselves.

OK. So the phone you took them was an out of warranty replacement for a phone you had previously... Is that correct? They told you the truth. The out of warranty replacement has a 90 day warranty. (if the phone it was replacing was physically damaged, the OOW replacement will inherit the balance of the original warranty if it's longer than 90 days.)
If you were backing up and syncing your phone on a regular basis, as intended, you can restore all of your information exactly the way it was at the time of the last backup.
If you're unhappy with the way you were treated, go back and speak to the manager or call Apple and ask to speak to customer relations.

Despite the fact that my network connection is working quite fine, this problem still persists. I can say that my connection is fine because I can surf the internet and furthermore, I used to connect to the iTunes store just before this incident happened which started from April 17, 2014 and persists until today. I tried to solve the problem by following the troubleshoot procedures given in the support section of this site but it really did not solve the problem. I believe that others are experiencing this situation as well very similar to mine when it comes to the time of occurrence as I have read in the discussions in this site. Even though we have different network connections, operating systems and other specifications, we still experience the same problem, so is there really a problem with our computers or is it with the iTunes? Triple click anywhere in the line below to select it and press Ctrl+C to copy it.
cmd /k netsh winsock reset
Press the WinLogoKey+R to open the run dialog, then Ctrl+V to paste, then press enter/return.
You should get something similar to this:
Reboot the computer and the problem should be resolved.
If it doesn't work then perhaps a full tear down and rebuild of iTunes will fix things. See Troubleshooting issues with iTunes for Windows updates for details.

Your drive is formatted with the NTFS file system. OS X can read but not write to the NTFS file system. There are third party drivers available that claim to add the ability to OS X to write to an NTFS partition. I have not tried them and don't know if they work.
The only file system that OS X and Windows can both write to natively is the FAT32 file system.

I'm assuming you have Photo Stream set up of both devices. However, it seems many users are experiencing the same as you - my take is that streaming photos is not foolproof yet.
