You are confusing iCloud storage (the storage plan you purchased) with the space on your iPhone. To update over the air you need space on your iPhone. The 13Gb are available storage space in iCloud. The available space on your iPhone is shown in settings, general, usage.
As modular says, the solution is to update by connecting your iPhone to the computer you normally sync with.

The Apps you probably want require a later iOS than your Device is capable of installing...
All you can do is replace your device.

You can try to repair the permissions for the Firefox application files and folders.
You can also do this:
* Download a new copy of the Firefox program: http://www.mozilla.com/firefox/all.html
* Trash the current Firefox application to do a clean (re)install.
* Install the new version that you have downloaded.
Your profile data is stored elsewhere in the [http://kb.mozillazine.org/Profile_folder_-_Firefox Firefox Profile Folder], so you won't lose your bookmarks and other personal data.

I have recently dropped Earthink as me dial-up provider. I now am using Virgin Mobile Broadband2GO. I was using Safari. I am now using Yahoo! Mail Plus. It suggested I switch to Firefox. I had an older version of Firefox (2.0.0.6) and started using it. It suggested I needed to upgrade because many of the newer web sites wouldn't work well on this older version. If there are problems with updating or with the permissions then easiest is to download the full version and trash the currently installed version to do a clean install of the new version.

I was given the message that that disk cannot be used because it does not have the GUID partition. In order to have a GUID partition, it suggested I go to disk utility and make the change. I couldn't see the partition tabs in the disk utility application. So how do I accomplish the GUID partition?

The problem is, reformatting the partition may require you erase the hard drive. Normally Intel Macs are preformatted GUID. The fact that yours is not, says someone who initially installed the system on your Mac did you a disservice. Regardless, you should backup your data before you upgrade. GUID formatted drives generally are not compatible with iBooks (pre-2006 consumer notebooks by Apple) Powerbooks, and PowerMacs, and iMac G5s. So if you indeed have machine with the MacBook name on the screen frame, it was not properly formatted from the beginning.

Copy everything from the old computer or your backup copy of your old computer to your new one.
Type "move itunes library from pc to mac" or similar into the google search bar.

Ask them for a refund for a device which is not fit for purpose, if they refuse contact a solicitor or seek advice from other consumer organisations that may be available to you in your area.

As you haven't got enough space, open Settings > General > Usage, and delete things from your device. This is the only way to free up space in your iPad

Yes, that is the ID to which the apps are licensed. You cannot move the license to another ID. You would need to acquire the content new in the other ID.

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.
iOS: Forgot passcode or device disabled
If recovery mode does not work try DFU mode.
