The new (09/19/13) Apple terms and conditions require one to click the AGREE button in order to update the apps; however, there is no such button to click on. Therefore I cannot update the apps on my iPhone. Any ideas?
I was having the same problem, I had to go into iTunes on my laptop and agree to the terms there, and now i can download apps on my iPhone.

Does anything show on your account's purchase history ? If you log into your account on your computer's iTunes via the Store > View Account menu option, you should then see a Purchase History section with a 'see all' link to the right of it. Click on that and you should then see a list of your purchases.
If it does and you didn't do the purchase(s), and nobody else has access to your account or devices, then try contacting iTunes Support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption. Is that how you tried contacting them ?
If it doesn't show on your account then contact your card issuer.
For your account being disabled have you tried getting it re-enabled ? If it's been disabled due to payments then you may need to contact support to get it enabled -

How do you re-enable your Apple ID. My Apple ID was disabled unbeknownced to me.I first realized when trying to redeem a gift card via itunes on my mac - recieving the "This Apple ID has been disabled, cannot redeem this gift card code"

You might then need to log out of your account on any iOS devices that you have by tapping on your id in Settings > Store (Settings > iTunes & App Store on iOS 6+) and then log back in so as to 'refresh' the account on them

When your account becomes disabled, Apple provides the following recommendation:
"This message means that someone tried and failed to sign in to your account multiple times. The Apple ID system disables the account to prevent unauthorized people from gaining access to your information. You need to reset your password, following the instructions at the Apple ID website".

In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
