I cant delete apps, how do I unblock the setting?

I could earlier delete apps, but now its not possible. When I push and hold the apps starts wickeling but I cant see the X in the upper right corner to be able to delete it, how can I remove this setting?

Go to Settings>General>Restrictions. If restrictions are on for deleting apps turn them off.
If the app is one of the preinstalled app such as Safari, you cannot delete them

It appears that you have restrictions turned on in settings that prohibit app deletion. Is your iPad a personal possession or does it below to the company you work for?

Select the photos in iTunes and sync again.
Connect the iPad to your PC.
Launch iTunes.
Click on your iPad under the devices heading on the left sidebar of iTunes.
Click on the Photos Tab in the iTunes window on the right.
Select the folder from which you want to sync.
Select any sub folders within the main folder that you want to include in the sync.
Make sure that the Sync Photos heading is checked.
Click on Apply in the lower right corner of iTunes.

With the site on display, click on the site identity button (for details on what that is see [https://support.mozilla.com/kb/Site+Identity+Button]) and then on More Information. This will open up the page info dialog.
First select the Permissions panel, make sure that "Load Images" is set to allow (selecting Use Default should also work)
Next select the Media panel, then click on the first item in the list. Use the down arrow key to scroll through the list. If any item has the option "Block images from (domain name)" selected, de-select the option.
This should hopefully resolve your issue, but also see https://support.mozilla.com/kb/Images+or+animations+do+not+show
Some add-ons can also block images, for example if you have AdBlock Plus installed, make sure that you have not accidentally created a filter to block the images.

If you are unable to remember your password, security questions, don’t have access to your rescue address or are unable to reset your password for whatever reason, your only option is to contact Apple ID Support, upon speaking to an operator you should explain that your problem is related to your Apple ID, this way you will not be charged for assistance, even if you don’t have an AppleCare plan.
The operator will take you through some steps you may have already tried, however they need to be sure they have exhausted all usual approaches before trying to reset your account, so you should try to be helpful and show patience with the procedure.
The operator will need to verify they are speaking to the account holder and may ask you some questions that only the account holder could know, and you will need to answer them if the process is to proceed.
Once the operator has verified your identity they will send a message through to your device which contains an alpha numeric code, which you will need to read back to them.
Once this has been completed they will send an email to your iCloud email address after a period of 24 hours, so you should check that mail is enabled in your devices iCloud settings.
Upon receipt of the email, use the reset link provided to reset your password, after which you should be able to make the adjustments to iCloud that you wish to do.

You should always have a recent back up of your phone. If you have a copy of the app on your computer, you can always restore it to the device.
