Which version of operating system are you running? Please go to Apple in menu bar, click on 'about this Mac" and click on the numbers under the big Mac OS X until you see "version 10.x.x" - copy what it says and post it here please.

Sad to say your out of luck and iOS 7 won't come to iPod 4 ever because iOS 7 require at least 512mb of RAM where the iPod 4 only has 256mb of RAM. Think about upgrading to a iPod 5 as it will also support iOS 8 and it about 2x+ faster than the iPod 4 so games will run better. It also has features like a better camera, etc.

In the US you can purchase 'iTunes' or 'App Store' cards for cash at many retail stores, and apply the code from the purchased (validated) card to add credit (money) to your Apple ID account for online music and App purchases. It is my understanding that such credits can be used for US purchases of any online content, including music, apps, and movie rentals. Are such cards sold in your area?

I created a new Apple ID ,verified , but when I want to download free apps , it needed my Credit Card information . Many people say that just choose " None " option from the Payment Method , but there is no " None " option listed under it .

You can create a new email account via http://gmail.com or http://hotmail.com
You can then try logging into your existing account via the Store > View Account menu option on your computer's iTunes or http://appleid.com and put that new email account as the primary email address on the account that you've already created, so that you can then try creating a new iTunes account (using the instructions in that link from my first reply) with your proper email address

Prior to Family Share we had devices sharing a common account for purchases
We setup Family share an switch the App Store account on some devices to those shared accounts
Now when we try to update existing apps it refuses stating that they were purchased with a different account
Well yes they were, but it is a shared account.
Do we really need to un-install all apps, loosing any data, then reinstall using the shared account ?
If so I think Family share is a non-starter.

How to turn your computer into a Virtual (Personal)Router.
Our hotel the Grand Oasis Cancun provided internet for only 36 hours and you could only use it on one device which comes to my next option as using your Laptop as a Personal Router to broadcast WiFi to any devices near your computer. Our room was on the Second level of the Pyramid at Grand Oasis and I was able to access it while at the VIP lounge below our room. Before our supposedly free internet service ended.
I attempted using the hotel next door since I was getting a good signal from the Omni Hotel. They offered complimentary 24hr internet access using your browser as a way to track your use. Once you find the signal of the Omni it will open your browser I used Google Chrome, after it opens you go threw a few simple steps and your ready.
I learned that after the 24 hours are up all you have to do is disconnect from their network, just run Ccleaner(free program) then find the Signal of the hotel and you will be given another 24 hours. What Ccleaner(<--download there) does is clears anything attached to your browser ie cookies temp files etc. it cleans your browser history giving you a way of not paying for the hotel fee of internet and giving you free WiFi. this is only if you are next to the Omni hotel :).
What you need to download to turn your computer into a hotspot need to say is this little easy to use program Virtual Router. Once it has download test at your home to make sure it works with you devices. This will work with Tablets, Phones and other computers that cant find the Omni WiFi signal. Your welcome. To use it, is simple. Open program>make a password>select WiFi and start VR.

If you have not provided access, you can do so by going to default Settings app > Privacy > Photos and switch ON Game Your Video.
Game Your Video saves all videos to its own library. To sync to Camera Roll, simply go to Library and tap on Multiple selection button. Now select the videos to copy and tap on Sync button in the bottom bar. (See screenshot attached)

That means you have to sign into/view your account and review you account and make sure you have a valid payment method specified in your account.

I deactivated my credit card and now i cant download apps?

Awhile ago, I got rid of my credit card because it had been "hacked"(someone was using it). I deactivated it as soon as i could. Now, my Apple ID cant download apps without a credit card. Fix the billing information on the account. Until that is done there is nothing that can be done.
It should be possible to set the billing information to "None" on the Apple ID.
Keep in mind, content acquired from the iTunes store is permanently tied to the Apple ID it was acquired with.

I cant download apps from my iPad 2 only my laptop

I cant download apps on my iPad 2 it started after the ios 5.1 update I think it was and I tried downloading an app but it wont let me it was free too. I tried lots of times with different apps but still wont work. And now I cant update because one of the apps is stuck on installing and its still there wether I turn my iPad off, turn wi-fi off its always there! And I even tried locking it ! Still there, I tried backing up and it wont back up. Everything else is perfect except for downloading things.

Try double taping the stuck app, it should stop the download, then restart. You can also try going to the App Store, searching for the App, and try installing from there if it let's you. Can you hold the icon and make it jiggle to delete it?
