I cant download apps in oman

I am living in Oman ,no apple store available here ,when I want to register on iTunes store it require an account in UAE ,so how can I get the apps ?

There could be a lot of reasons.
If your iPad is cellular/wifi then there are file size limits on downloads via cellular, 20-50 megs. So if you're on 3G, try it on wifi.
You could have restrictions enabled limiting the rating of the app, or the install of apps.
the app store could be 'having a moment', so simply trying back later can help with that because there's nothing you can do beyond wait and try later.
