You can create an iTune and App Store account without credit card details
1. Sign out of current Apple ID if you are sign-in to one (important)
2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID
5. Confirm Your Country
6. Agree with Terms and Conditions
7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
8. Create and answer your secret question
9. Select NONE for Payment Method
10. Fill in Billing Address
11. Submit application for new Apple ID
12. Wait for verification email
13. When email arrive, verify your account
14. Start downloading your free apps

Sounds like you have a negitive balance from the last pourchase (you owe Apple money). Add a valid payment method to your account.

Just received a license renewal even though the product is free?
We have just received the following email and I wonder why? The Adobe help desk can't help but as it states the license is about to run out I'm a little concerned even though the products are free. Any help on this will be much appreciated.

When trying to download the free applications from itunes app store its asking about billing information.
Billing popup will display and navigating to billing detail page.Unless the instructions on this page are followed when creating an account : http://support.apple.com/kb/HT2534
then credit card details will need to be entered before the account can be used to download any item (free or paid-for) from the store.

If not then you will need to enter credit card details - you should be able to remove the card after entering it -

In iTunes, click "Store", sign in with your Apple I.D. After singing in, click "Store" again, select "View my Account", re-enter your password and your account info will be displayed.
Click "Edit" in front of "payment information" and select "None" -

Try to set it up as new device, explained here:

Start without using the backup after the restore process, to rule out a software problem.
