I cant make a bootable (usb/dvd) for windows 8.1 pro 64 bit

right now i am using windows 8.1 pro 32 bit ,, want to change to 64 bit   , my CPU is 64 bit  and i have 4 GB ram (i know i should have more ram ,, but i dont do this upgrade for the ram  , but because some emulators , and some application
ask 64 bit) so i used every possible way on my computer , using windows 7 download tool , rufus , etc programs to make the usb  , imgburn for dvd , i did from a friends computer that is windows 8.1 pro 64 bit ,, but nothing everything DOESN'T work  ,
all  32 bit editions boot and install just perfect (created by my computer ) so its not a computer problem  ,, when i put the media on my computer (dvd/usb) and restart and boot on it ,, its shows me the windows logo ,, after 20 seconds (too much)
it shows the ring , and then it reboots the computer (2/10 tries it manages to go in the language selection screen ,, but when i click next  ,, and then i click install now button ,, it reboots again) what is going wrong , and how can i fix it (where
should i make that bootable media ?) i have bought the windows from dreamspark ,, so i use a official iso and serial key

This is not license problem, in my opinion, it's more relate with hardware and their driver problem.
Firstly, it would be better to contact the manufacture to identify if your computer support Windows 8.1 X64 edition.
Secondly, if your former system was not removed, try to access into the system and upgrade BIOS editon, after that, try to reinstall the system again for test.

    This is not difficult and you will not have to download from the app store.
    your computer has what is called  a recovery partition that came with it.
    simply hold cmd+R while you boot up. let go a second after you hear the chime.
    you will boot into the recovery partition.
    Use disk utlity to format your usb drive and then exit Disk utlity and go to Reinstall Mountain Lion.
    it will ask  you which disk you want to install ML onto. Choose your new USB drive.

    In the bootcamp installation it asks me to create a bootable USB drive for Windows Installation.  To do so, I must choose an ISO image.  What is that?  When I click "choose" I don't understand the options presented.  Is this the destination of the partition or where Windows will reside on the Mac?  Why does it also indicate the the destination disk si my WD Passport Back up drive?

    OK, so I have an apple superdrive hooked up to my mini (along with my Passport back up drive).  I also have  the discs for both 64bit and 32bit Windows along with the product key.  I am still not sure what to do when faced with the options after "choose".

    Now, the graphic was error,  each after booting, the windows logo appears then to black screen (can't get the desktop).
    In device manager - display adapters, only AMD problem (Microsoft Basic Display Adapter), then I uninstall the driver to be able to install AMD drivers.
    I tried with "14-4-mobility-win7-Win8-win8.1-64-dd-ccc-WHQL", it is said that the last AMD drivers, but when at the end of install, it said failed to complete.

    1. In bios, do you found fixed and dynamic? if you don't found, install bios mod. Use dynamic
    2. Uninstall all programs and drivers previously, before of "Advanced Micro Devices, Inc. - Graphic Adapter WDDM1.3 - AMD Radeon HD 6700M Series" Release July 2014. You can use http://www.wagnardmobile.com/DDU, for example. 
    3. Do you install windows 8.1 on windows 8.0? do you use windows 8.1 fresh installation? Can you testing install a new copy of windows 8.0 fresh? install drivers and later install updates... or fresh install windows 8.1?
    4. You testing install Windows 7 with http://ftp.hp.com/pub/softpaq/sp55001-55500/sp5509​2.exe and update to windows 8?

    Make sure you download the instructions to load windows7 using bootcamp.  I found that if you repeat the steps in the bootcamp assistant, you will find that it will work.
    First have you managed to set up a USB install disc based on step 1.  Second put the windows support software onto your hard drive or another USB stick.  You need to copy the windows support software across to the USB install disc you made in step 1.  Make sure you create a separate folder for the windows support folder.
    Then you can proceed to step 3 to create a partition for Windows.  I set it to 50% which created a 230 GB partition for Windows and 230GB partition for my Mac OS.  You need to create a partition at least 100 GB for WIndows to have enough space for the software.  You may want to increase this to 150GB to create enough storage for data and images.
    I found that you had to make sure that you were successful in each of the steps to create a windows partition before moving to the next step.  What mac notebook are you using?

    I am not sure where to ask this question but If I needed to make a BIOS flash drive for a PC computer such as an HP Laptop or Desktop, would it be possible to do on the MacBook Pro running OS X Mountain Lion? I ask this because I thought I was going to need to make a BIOS flash update for an HP system and I did not want to use a CD to do it. I had downloaded the flash drive tool from HP which under a windows system would make a USB flash drive. I tried running the tool under Windows 7 on both a VM session and a boot camp session but both times I would get a message saying something similar to "You don't have permission" even though I was doing it as an admin. Turns out I didn't  need it anyway but for future references can I even make a bootable usb key for a PC on a Mac?

    Thank you for the info. I found the problem that I had under the Windows 7 on Mac was the extractor(hpusbf.exe) was not running under the Admin mode so it wasn't given permission to modify the usb File system. I think the other issue is that I was trying this on a 8GB flash drive and it kept telling me the partition was too large. I found the switch to use 2048 blocks and it created  a bootable flash drive. The problem I have now is when I tried it on my old HP laptop, it boots up saying "FreeDos Fat" and stops. So I don't know what is going on but I think I am going to stick to making bootable CDs I just have to get some Re-writable CDs so I don't waste the CDs.
    I tried your solution on the mac side and tried copying the dos files over but the drive would not boot. I think the problem is that the command.com file is not set as a system file. I am not sure how you can set command.com as a system file for windows under the MAC operating system. I know in windows you use attrib +S filename.

    Anyway, I have a software required to make a bootable drive; I have an 8 GB drive prepared... but my question is:
    I have OS X 10.8.5 installed. If I make a bootable drive... which 'version' of OS X 10.8 will be installed on it? The frist version (let's call it 10.8) or the version I have (onde again 10.8.5)? To be honest I prefer to have an 'original' version on the USB drive...

    You cannot do this from your already installed system. You must get a copy of the actual Mountain Lion installer application.
    Make Your Own Mountain/Lion Installer
    1. After downloading Mountain/Lion you must first save the Install Mac OS X Mountain/
        Lion application. After Mountain/Lion downloads DO NOT click on the Install button.
        Go to your Applications folder and make a copy of the Mountain/Lion installer. Move
        the copy into your Downloads folder. Now you can click on the Install button. You
        must do this because the installer deletes itself automatically when it finishes
        installing.
    2. Get a USB flash drive that is at least 8 GBs. Prep this flash drive as follows:
      a. Open Disk Utility in your Utilities folder.
      b. After DU loads select your flash drive (this is the entry with the mfgr.'s ID and size) from the left
          side list. Click on the Partition tab in the DU main window.
      c. Under the Volume Scheme heading set the number of partitions from the drop down menu to one.    
          Set the format type to Mac OS Extended (Journaled.) Click on the Options button, set the
          partition scheme to GUID then click on the OK button. Click on the Partition button and wait until
          the process has completed.
      d. Select the volume you just created (this is the sub-entry under the drive entry) from the left side
          list. Click on the Erase tab in the DU main window.
      e. Set the format type to Mac OS Extended (Journaled.) Click on the Options button, check the
          button for Zero Data and click on OK to return to the Erase window.
      f. Click on the Erase button. The format process can take up to an hour depending upon the flash
         drive size.
    3. Use Lion DiskMaker 2.0 to put your installer clone onto the USB flash drive.
    Note: The term Mountain/Lion used above means Lion or Mountain Lion.

    If you don't have the original OS X installation disk, then it depends on what these ISO and DMG files are. If they're a true, complete copy of the original installation disk made properly, then you can use Disk Utility to restore that image to a USB drive which should then work. If those image files are updaters only, then they will not be able to create a bootable installer.

    I just got a new mac mini with OS X Server 10.8.2. I want to replace the original hard drive with an SSD, but I have problems downloading installation files from app store to make a bootable USB stick.
    When i click the Purchases button it tells me that OS X Server is already installed, and I'm not able to download the files.
    I have tried all the diffrent forms of Option key clicks but nothing works.
    Anyone out there who have a solution?
    Is it possible to get the installation media in some other way?
    By the way. Is it possible to install the non server version on a computer thats bought with the server version pre installed.
    I thought so. But I read something about firmware problems on a forum page?

    You cannot download Mountain Lion or Mountain Lion Server from the App Store if it was pre-installed on the computer.
    You can call Contacting Apple for support and service - this includes international calling numbers. They may be willing to arrange a download for you. Or you can reinstall via Internet Recovery: OS X (Lion/Mountain Lion)- About OS X Recovery.
    No, you can purchase and download Mountain Lion from the App Store on the computer you want to install it if it now has Snow Leopard or Lion running.
