I cant purchase music on i tunes because i got a new computer and it wants me to enter my security question answers. I forgot the answers to my secuty questions. Can you reset your security questions?

You don't have to give them real answers. WHen I did it I made them up, then wrote down the answers and have it filed away. You have to give them some sort of answer, so make them fake ones and you protect your info and satisfy iTunes at the same time.
the questions can be a bit of a pain, but really, they're there because anything like an itunes account can be a hacker target. So the questions are a way to slow it down.

    Launch iTunes on the new computer. From the iTunes menu bar click Store > Authorize This Computer
    Now from the menu bar click File > Transfer Purchases from...

    You can go to appleid.apple.com, sign in, click on password and security and if you have a rescue email on file you can select to send an email to reset them. If the option is not there you will need to visit expresslane.apple.com to request to have them reset.

    You need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
    They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

    iTunes and the iTunes Store won't have anything to do with your photos. Those would be stored only on your laptop unless you made a backup of some sort. If you didn't, and the hard drive in your laptop has failed, then your photos are gone unless you wish to pay a disk recovery service a lot of money to try and get them back.
    As to your music, if you purchased it from the iTunes Store you can probably re-download it. Go to the iTunes Store, log into your account, and click the Purchases link under the Quick Links. From there you should be able to re-download some or all of your purchased content. Note that not all content has been licensed for re-downloading in all countries at this time.     If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on the page that you posted from should let you reset them : go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support / Apple to get the questions reset.

    I was given the option to locate the file where the song is held. If so select "locate" and direct it to the folder / file where the song is and open it. itunes then will give you the option to use this process to update all of your library. OK that as this will do it automatically instead of doing them one by one. I hope this helps.

    The transfer of content from other sources such as songs imported from CD is designed by default to be one way from iTunes to iPod. However there are a number of third party utilities that you can use to retrieve the music files and playlists from your iPod. You'll find that they have varying degrees of functionality and some will transfer movies, videos, photos, podcasts and games as well. Have a look at the web pages and documentation, this is just a small selection of what's available, they are generally quite straightforward.     There is also a manual method of accessing the iPod's hard drive and copying songs back to iTunes on Windows or a Mac. The procedure is a bit involved and won't recover playlists but if you're interested it's available at this link: Two-way Street: Moving Music Off the iPod
    One last thing, if your iPod is set to update automatically you need to take care connecting to a different iTunes. You can use a keyboard command to prevent your iPod auto-syncing with iTunes. While connecting the iPod to the computer on Windows with iTunes 7.3 or later installed hold down the Shift + Ctrl keys together. This will stop the iPod from auto-syncing with iTunes and the iPod will appear in the source list. Wait until you are sure the iPod has mounted, and that it will not auto sync and then you can let the keys go.     When your iPod appears in the iTunes source list change the update setting to manual, that way you can continue to use your iPod without the risk of accidentally erasing it. Also when using most of the utilities listed above your iPod needs to be enabled for disc use, changing to manual update will do this by default: Managing content manually on iPod
    Whichever retrieval method you choose, keep your iPod in manual mode until you have reloaded your iTunes and you are happy with your playlists etc then it will be safe to return it auto-sync. I would also advise that you get yourself an external hard drive and back your stuff up, relying on an iPod as your sole backup is not a good idea and external drives are comparatively inexpensive these days, you can get loads of storage for a reasonable outlay.

    The computer (windows platform) where I initially began using Itunes has four other computers/devices that are shared with it. All four of the other computers show up in my account, and can be managed. Or I can remove them. But on the new computer that I want to be my base computer (home if you will). The computer I want it to replace, when ITunes is open, has a tool bar, with various functions. All of the other devices are linked to that computer in ITunes, under Home SHaring. The new computer, shows the downloads via Home Sharing, but it does not show/have any tool bar.
    I want to activate the new computer to be the computer via ITunes where all of the devices are linked to it as the base for ITunes. And, I don't know how to make that happen.

    You can only sync with one computer. When you synced to the new computer it would have erased it and synced what was on the new computer.
    You always need to have a backup, an iPhone is not a storage device.
    When you get a new computer you need to transfer your library before syncing
    If you don't have a backup you may be out of luck
    The only thing would be if you're in the US and have access to the iCloud beta to reload purchases
