You can't setup an iCloud account using a PC. You need a Mac, or an IOS device. You can sign into iCloud on your PC once you open an account.

I don't know what "unabke to tap anywhere" means. Is the iPad screen frozen now and unresponsive? If it is frozen, try a reset.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
If that's not what you meant, be more specific.

I know my Apple ID password, and its work fine, but my Icloud password, i dont remember.
i tried contact APPLE support chat, but its not possible, and i cant schedule a call because my english low and i wont understand.

After reviewing your post it seems you are unable to access your iCloud account due to a forgotten password. You can reset your iCloud password by following the steps in the article below:
iCloud: Change your iCloud password
Your iCloud password protects the privacy of the information (such as your email) stored in iCloud. Your password also protects your ability to locate or remotely erase your device using Find My iPhone. You should regularly change your iCloud password to protect your information. Your iCloud password is the password for the Apple IDyou use to sign in to iCloud.
Important: If you use the same Apple ID for iCloud as you do with other Apple services such as the Apple Online Store, iTunes Store, App Store, or to purchase products in iPhoto or Aperture, changing your iCloud password also changes your password for these services. Cant sign into iCloud with new update

As of the new update i can't sign into iCloud. I've tried deleting the iCloud account file in library
and my gestures are broken in Safari

You will need to go to a computer and go to System Preferences and sign on your new iCloud account there to activate it. You can then sign it out (so whomever was signed on there before can sign back on), and then you will be able to sign it on to your device.

Cant sign into icloud and keychain access crashes on opening

I have recently experienced very frustrating glitches in my iMac's operability (2011 model, 1TB hard disk and recent upgrade to 12GB RAM to overcome very slow running). The machine runs OSx 10.9.5. I cannot sign into iCloud on this machine (although my iPan and iPhone both work) and every time I open Keychain access it crashes. Sorry to post 2 issues in one thread, but I have never experienced these before and wonder if they are related?

Do a backup.
Quit the application.
Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Select Library. Then go to Preferences/com.apple.keychainaccess.plist. Move the .plist to your desktop.
Restart the computer, open the application and test. If it works okay, delete the plist from the desktop.
If the application is the same, return the .plist to where you got it from, overwriting the newer one.

Iphone 4s running ios 7 keeps asking to sign into icloud after update

Wife updated her 8 gig iphone 4s to IOS 7.1.2. As soon as the smoke cleared everything seemed fine until the phone started asking her to input her apple ID and password. The first few times she entered it thinking it was normal. After a few days of doing this 2-3 times a day she just hits cancel. I did a bit of research and found that it might have something to do with the limited memory on the 4s and the lack of forsight on Apple's part when developing gargantuan operating systems. Any fixes out there besides buying a new phone?

One will give steps on signing of everything that is associated with an Apple ID and then sign back in. If you need to reset the Apple ID to the previous account, the second article will assist with that.

I was prompted to change my password for security reasons, after I did so I can still access iTunes and the App Store with the new password but it won't let me sign into iMessage, anyone have any ideas?

Note: Data will not be affected but settings will be reset.
