I cant turn on my icloud in settings on my ipad, but it works on my pc and iphone

I cant turn on icloud on my ipad, in settings the icon is faded and does not respond to touch. icloud is working fine on my iphone and pc. any suggestions?

Try the troubleshooting steps below to refresh your iPad.
You may also need to look at your iCloud settings and sign out and then sign back in to your account.

Reset iPad settings. Go to Settings > General > Reset, then choose an option:

The only way out of Recovery mode is to connect to iTunes and restore. If you cannot access the computer you normally sync with, you will lose all of your content, unless you sync to iCloud. With no backup present, your content will be lost.

Have you tried to reset it? Hold down the sleep and home keys for about 20 seconds and see if you can get it to reboot.

Try force iPad into Recovery Mode. Follow step 1 to 6 very closely.

As Crizzo stated, you are probably not running the necessary iOS for iCloud.
You can check in Settings>General>About>Version .... To see which iOS the iPad is running. This will explain how to update your iPad. You must do this via iTunes on your computer and you want to make sure that you have the latest version of iTunes installed as well.

After you have updated to iOS 5, you will be able to update over the air in the future without the need to go through iTunes on your computer.

You can't setup (create) an iCloud account using a PC. You must use an Apple device, a Mac or an iPhone etc. Once you have created an account you can sign in from your PC.

The following articles should help you with this. If you change your Apple ID, you need to update those changes in other services that use it, like the iTunes Store.
You will also need to sign out of the iTunes Store on your devices and sign in with the Apple ID you used to make the purchases in order to access them.

connect your ipad to itunes and click on the ipad and go to its app tab on the list check if pages name is checked or not if not check it and try syncing again it will install the app

If it's showing the disabled screen then it will need to be connected to a computer's iTunes in order to reset it back to factory defaults (you can then restore to your last backup) : iOS: Forgot passcode or device disabled

Since the calendar and contact list on my office computer are my primay ones, I hard sync through iTunes. The problem is that any data synced from Outlook 2003 to the iPhone from iTunes does NOT later backup to iCloud. Is there a solution?

I understand you have done all necessary troubleshooting steps that should have enabled you to send messages to iPhone users without them having to disable iMessage. Have you tried contacting Apple Support regarding the inability to send a text message to iPhone users? Apple can be reached at (800) 275-2273.
In addition, do you get a certain error message when your WiFi stops working? Have you verifed that Auto Switch network is disabled? To disable this setting simply to go Settings > Wi-Fi > Tap the Menu Key(to the left of the home button) > Select Advanced and it is called `Auto network switch.
