Oh - I see that you have that article linked to your post above. Read the entire paragraph in item #1. It tells you what to do if it is asking for a passcode.

You updated your iPad 2 to iOS 6. You were playing with accessibility (or turned it on accidentally) and turned voiceover on. Now you can't unlock your iPad.
Do you know how to use the iPad in VoiceOver mode? First tap on what you would normally tap on. Then double tap anywhere on the screen. To unlock the iPad, tap on the "Slide to Unlock" bar. Double tap. Tap on the first character in your passcode. Double tap. Etc.
To turn off voiceover (even without unlocking the iPad), triple tap the home button. tap on VoiceOver. Double tap.

Have you tried a reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

1. Hold Sleep/Wake button down and slide to turn off iPad
2. Turn on computer and launch iTune (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port. Do not release button until you see picture of iTune and plug.
5. Release Home button.
ON COMPUTER
6. iTune has detected iPad in recovery mode. You must restore this iPad before it can be used with iTune.

Try this now. Quit iTunes, restart the computer and restart the iPad as well and then try again. If that still doesn't work, you could try using another computer - especially if you don't care about erasing the iPad.
Recovery mode can be finicky, don't give up, keep trying a few more times.

go to icloud.com on computer and turn find my device off. then do this
recovery mode
open itunes on computer
plug cable into computer not iOS device
turn phone off
hold home button and plug cable into phone. do not release home button until an itunes graphic appears on device.
look to computer should have message about recovery mode click ok and restore

If you don't know the iCloud/Apple ID and password, you are stuck. You cannot bypass this and active the iPad without them. If you bought the iPad from someone else you will need to contact them and ask them to remove the device from iCloud and erase the device for you so that you can activate it.
The previous owner needs to follow the instructions here in order to erase the device.
