What do you mean by 'refusing from the system', if you are getting an error message then what does it say ?
For a credit card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. If it is and if you are getting a 'declined' message then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support (these are user-to-user forums) and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
If when trying to download you are getting a message about a 'problem with a previous purchase' then that implies that iTunes wasn't able to collect the money for your last purchase. If that is the case then you won't be able to download anything else (including app updates) until you've paid off what you owe : Pay an unpaid balance in the iTunes Store - Apple Support
If you aren't getting the 'problem with a previous purchase' message then try logging into your account (not when trying to download something) and see if you get the 'none' option so that you can remove the card's details and be able to download updates to your apps : Change or remove your payment information from your iTunes Store account (Apple ID) - Apple Support

It sounds like you wanted to purchase this app from the App Store, and you created an Apple ID, entered your credit card info, but have not yet been able to verify your Apple ID email address.
This article shows how to resend the verification email to that email address:

When you first create an Apple ID (using your email address) a verification email will be sent to that address. If you sign in to your Apple ID from the link in that email, the email address will be verified as the primary email address for your Apple ID. You can also resend the email verification if the email address is not verified:
1. Sign in to My Apple ID to manage your account information.
2. Click Resend under Primary Email Address.
3. Verify your changes by following the link in the email you will receive from Apple and signing back in to your account.

When I click to manage account and the add a member, I am told to verify the user by entering the security code from the credit card. The card listed is an old one and has since been changed. I updated the info on my apple account, but it is not getting to the iCloud for the family sharing. The number shown is the old card. When I enter a code it says invalid. How long does it take for the info to udate to all systems?

Happy Holidays! The resource below explains how to edit the credit card information for the Apple ID account that you want to use for Family Sharing. Once you've made the changes, I would suggest you sign out of your iTunes Store on all of your devices, and then restart them. The changes should take place quickly. Change your payment information on a Mac or PC
Click to open your account in iTunes. (You might need to sign in with your Apple ID.)
Alternatively, you can:
Open iTunes.
Click iTunes Store.

Can I sign on to use the free apps without giving a credit card? I am an older person without very much technical knowledge and received this mini ipad as a gift. I do not have an smart devices, just a laptop which I primarily use for music which I have downloaded from youtube and from various other freemusic sites. Can anyone help with any tips on how to use and get the free apps for "free". Hope I made this eay to understand. Thanks for any information.

Just as a precautionary note: be very careful which sites you use to download your music from; if the site is offering something for free which costs money elsewhere it can quite often contain hidden additions (malware) or some other unwanted stuff.

Can't update software without credit card info

Geek Squad set up my new Apple ID on my laptop when they did a file transfer. I wasn't given the ID or password, but it says I am logged in. However, when I click on software updates it wants me to confirm my Apple ID and enter my credit card information. Is there a way to update software without using my credit card? Software updates worked fine on my old macbook pro and did not require this information.

Can't update credit card info to make purchase

Every time I attempt to purchase I get a message saying my card has expired. I follow the link to "billing info" and update it -- with no errors. It spits me back out to the store, but I still get the same message when I try to purchase again.
I have also tried updating my card info through the "My Account" section. And have tried different credit cards.
For some reason it seems that the purchasing engine is just not picking up the updated info properly.
Any suggestions? Thanks.

Turned out to be a problem changing my address. Perhaps wasn't recognizing my new address.
I eventually was able to update my address with Apple MyInfo (outside of iTunes -- same login). It successfully updated iTunes. Then I was able to put the correct card info in.

If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Click the "down arrow" next to your name at the top right side of the page and click "Account." Enter your username and password and click "View Account" to log into your account information. Next to your Payment Type, click "Edit." Select the "None" button and click "Done." Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.
