Log out of your account on your iPad by tapping on your id in Settings > iTunes & App Store and then log back in with the updated version of the account so as to 'refresh' it on it.

On your iPhone go to Settings > Store.
Select the Apple ID at the bottom.
Select Sign Out at the menu selection provided.

Welcome to the Apple Community.
In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
In order to change your Apple ID or password for your iCloud account on your computer, you need to sign out of the account from your computer first, then sign back in using your updated details. (System Preferences > iCloud, click the sign out button)
In order to change your Apple ID or password for your iTunes account on your iOS device, you need to sign out from your iOS device first, then sign back in using your updated details. (Settings > iTunes & App store, scroll down and tap your ID)
If you are using iMessages or FaceTime, you will also need to log out and into your ID there too.

If the old ID is yours, and if it is an earlier version of your current ID, go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. For some reason, when I try to change my Apple ID back to my old email address, I get the message that that Apple ID is already in use and so I cannot use it! I have tried requesting a password reset using my old Apple ID email, but I've waited and waited and nothing has come to my old email address. This is sooooooo frustrating!

Trying to change the name to the itunes account and made one myself because my sister use to use my computer and updating my apps where under her email now that i made my own i cant update anything on my phone its still showing my sisters email.

Sorry, you can't. Apps are forever tied to the Apple ID used to originally obtain them. They cannot be updated using any other Apple ID, nor can they be transferred to another Apple ID. You will have to update them using the ID used to originally obtain them.

What id shows at the bottom of the Featured tabs in the App Store apps on the two devices ? If they still show your account id then try tapping on the id and log out of it and your wife can then try logging in with her account.
Any content that is already on them that was downloaded by your account will remain tied to your account, so only your account will be able to download updates to your apps.
