I changed my apple id but my old one keeps showing up. I can't download any new apps.

Try going to Settings>iTunes & App Stores, tap the ID, sign out, then sign back in with the new ID.

Have you tried getting the password reset for your old account : http://iforgot.apple.com ? All of the content that you downloaded with that account will remain tied to that account, so only that account will be able to redownload its content and/or download updates to its apps.
What id shows at the bottom of the Featured tab in the App Store app on your phone ? If it's the old one, and you don't want to use that account, then tap on it and log out of it and then log back in with your new account.

Apps are permanently tied to the Apple ID used to purchase them. You will have to delete the apps from the phone and re-purchase them using your Apple ID.

Did you create a whole new Apple ID or change the email on the Apple ID you had previously? There is a BIG difference. Ocean20 explain quite clearly the problem you are likely having.
Let me explain it this way. If Apps were money, it would be like opening a bank account (your Apple ID), putting a bunch of money (apps) in that account, then opening a new bank account (Apple ID) and wondering where all your money (apps) went.

For some reason, when I try to change my Apple ID back to my old email address, I get the message that that Apple ID is already in use and so I cannot use it! you cannot update apps that were purchased through your old email account without logging on to them because they were purchased through that one. It will only recognize the old one..... I have beeb using Explorer on my laptop that came with Vista home premiun. (unfortunately). Explorer keeps crashing. i want to switch my browser to Firefox, but when I try I keep getting something called "Imesh" that appears to be posing as Firefox.

From what I understand Imesh is P2P software used to download various things. (Like Limewire.) I would just uninstall Imesh. My favorite utility to uninstall stuff is ccleaner, it makes uninstalls quick and painless. You can download it at http://www.piriform.com/ they make great free ware.
Now that the Imesh is removed do you have Firefox installed? When you install Firefox it will ask you if you want to use it as the default browser.

Trying to download mountain lion, but when I try to download it, asks me security questions I dont remember the answers to, so I reset the questions, but old ones still pop up when I try to download mountain lion. How do I change the questions for good?

I dont get why it asks me for my password and two security questions when just buying something from the app store, but the questions wont change.

HT1918 On both my iPod Touch and iPad when I try to download a new app or update an old one I am stopped by a message that says there is a problem with billing on a previous purchase...please update your payment method. I have updated everything.

If an error occurs with the download and we want to try again, the download MUST continue from the part where was interrupted, no start all again. We have to protest for it. Please, Apple Inc, try to fix it. It's very easy to do. If I am downloading a firmware version from iTunes and an error occurs with the download , you should put a button that reads "Continue the download from the interrupted part", no only a "OK" button that finishes the download and I have to start all again when I want to retry. Solve it, please.

If you only changed the name of your ID rather than creating a new ID, just go to Settins>iCloud and tap Delete Account then sign back in with the new name. (Deleting the account from your phone does not delete it from iCloud. Your data will be synced back to your phone when you sign back in.)
If you created a new ID, you'll have to go to Settings>iCloud on your phone and turn all data you are syncing with iCloud (contacts, calendars, etc.) to Off. When prompted choose to keep the data on your iPhone. (If you are syncing iWork documents with iCloud, also open your iWork apps and turn off iCloud syncing and choose to keep the documents on your phone.) After everything is turned off, scroll to the bottom and tap Delete Account. Next, set up a new iCloud account using your other ID, then turn syncing for your data (contacts, etc.) back to On. When prompted, choose Merge. This will upload the data to your new account.
You won't lose any photos in your camera roll or photo library. If you have any photos in your photo stream that are over 30 days old that are not in your camera roll or saved on your computer, be sure to save these to the camera roll before deleting the account. To do so, open the photo stream album on your iPhone in the thumbnail view, tap Edit, tap all the photos you need to save to select them, tap Share, then tap Save to Camera Roll.

To change it, you have delete the existing account. However you can avoid losing any pictures in the process. To avoid losing photo stream photos, save them to your camera roll (if not already there) before deleting the account. To do this, open your my photo stream album, tap Edit, tap the photos, tap Share, then tap Save to Camera Roll. (Camera roll photos are not effected by deleting the account.)
Then go to Settings>iCloud, tap Delete Account, then sign back in with the new ID. This deletes the account and your iCloud data from your device, but not from iCloud. Provided you are signing back into the same account, your iCloud data will reappear on your device when you sign back in.

At some points it's a vicious circle because it asks for a password at key times when trying to correct the problem. Note that the new email address shows when I log into my Apple account and shows it was verified. For some reason the system isn't updating to the new email in ALL places.

Go to appleid.apple.com and sign in with your current Apple ID
Change the Apple ID to the old one and save changes.
Sign in on the device with the same password for your account.
After logging in and signing out of Facetime, Messages, iCloud and itunes and app store, go back to Apple ID.com and change it back to your normal Apple ID.
Go to your email account and reverify your account by clicking on the Verify now link
Now re-login to those services with your normal Apple ID and password.

Apps are forever linked to the ID used to download them. If that is a problem t hen delete those old apps and download them again with the new ID. You can change ID in settings/it uses & App Store tap on ID And log in with new ID
