I assume you mean "How do I change the ID on my iOS device", go settings > iCloud, scroll down and delete the account, then add it back using the updated details.
The data is in the cloud, you will not lose any data by deleting the account on the iOS device.

I registered my itunes account under my email address but when I changed it I cant seem to transfer my apps across or credit. To make matters worse my new computer states there is a new iphone update out and to install it will erase all apps and music.

So I got a new email address, and afterwards I set up my new Apple ID for my iPad and Macbook. However, on my iPhone 4s, the account still is tied to the old email and I cannot verify my account of switch it over because it will not log into my old Apple ID. I do not want to delete the cloud account on my iphone because it warns that a lot of info will be deleted. Any tips would be greatly appreciated.

To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iDevice, then sign back in with the ID you wish to use. (You will get an option to keep the data on your device when you delete the account.)
When you do this you may find that the password for your old ID isn't accepted. If this should happen, and if your old ID is an earlier version of your current ID, you need to temporarily recreate your old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

iCloud handles only its own email. On a Mac, or a PC, or an iOS device you can add other email accounts to the email application - this is quite independent of iCloud.
On the iCloud website you cannot access other email accounts. However, you can usually set up forwarding from other accounts to the iCloud address, which would enable you to read the messages on the iCloud website (there's no point at all in doing this from the point of view of a Mac etc.)mbut you can't send using iCloud's outgoing server using the other account's email address as the 'From' address - only the iCloud address can be used - which severely limits the e=method's usefulness.

You can change it. At the top of iTunes, click Store > View My Account, log in with your password, View Account. To the right of your Apple ID click the word Edit, and it will take you to a page where you can edit your email address.
You are right to avoid creating a new account if at all possible, since having multiple accounts usually causes complications down the line.

You have to go to Settings>iCloud and tap Delete Account, then sign back in with your updated credentials. This deletes the account and your synced data from your device, but not from iCloud. Provided you are signing back into the same account and not changing to a different account, your data will be synced back to your device when you sign back in.

You will need to contact Support in your country to get the security questions reset (these are user-to-user forums) : Apple ID: Contacting Apple for help with Apple ID account security (if your account's password has been changed then they should also be able to reset that for you)
When they've been reset you can then use the steps on this page to change the rescue email address to an account that you have access to, for potential future use : Manage your Apple ID primary, rescue, alternate, and notification email addresses

Why does Apple sends emails to a google account which is neither my primary nor alternate email address when I change Apple ID password

If making changes to my Apple password, Apple sends the create new password email to a google account which I have for work which is neither my primary nor alternate email address. Have no idea how to stop that - please help? It is not listed on my account as an alternate address.

You will need to free up the email that you wish to use as your Apple ID by replacing it with a different email for your recovery email.

OK, now I have another problem. I typed in my email address wrong. Instead of optonline.net I typed in optimum.net. Though I can google my email address and it defaults to the optonline.net the email to confirm the change is not showing up. I know, real stupid.
