Put iPhone into Recovery Mode and Restore with current iTunes on computer. Open iTunes on computer, connecti iPhone to computer, hold both home and power buttons for about 20 seconds until iTunes recognizes iPhone in Recovery Mode, click Restore button of iTunes.

Some free advice. If your son is 8 years old, put him on your account, and set parental controls so that he cannot accidentally run up giant charges within the games.
If your son is 25 years old, get him his own AppleID and make him responsible for his own bills.
In between ... use your judgement.

Is it the Home button that doesn't work, or the Power (Sleep/Wake) button? If the Power button works, you can switch it off. Not sure how you have been able to do anything without the Home button working?

backup is a good practice especially for mobile devices.
create a free (5GB) icloud account
https://www.icloud.com
and setup sync of your data.
This way you will not lose anything in the future.

Take your phone back to the store where you got it. Tell them if they can't get it activated, you want your money back. Then purchase a new iPhone 4S.

Did you just update the phone when this happened? Was the phone jailbroken or hacked to unlock it before it was updated?
BTW, you cannot have iOS 6.1.4 on an iPhone 4; that version is only for the iPhone 5. Could this be your problem?

It says the following about Error 21:
These errors typically occur when security software interferes with the restore and update process. Follow Troubleshooting security software issues to resolve this issue. In rare cases, these errors may be a hardware issue. If the errors persist on another computer, the device may need service.
Also, check your hosts file to verify that it's not blocking iTunes from communicating with the update server. See iTunes: Advanced iTunes Store troubleshooting—follow steps under the heading Blocked by configuration (Mac OS X / Windows) > Rebuild network information > Mac OS X > The hosts file may also be blocking the iTunes Store. If you have software used to perform unauthorized modifications to the iOS device, uninstall this software prior to editing the hosts file to prevent that software from automatically modifying the hosts file again on restart.

When you say 'changed my email with the itunes store and have a new password' do you mean that you've changed the email address on that old account, or are you referring to a different account ?
If you've updated the old account then try logging out of the account on the phone by tapping on the id at the bottom of the Featured tab in the App Store app and then log back in with the updated version.
If they are different accounts then all apps (and other content from the store) are tied to the account that downloaded them, so only that account will be able to download updates to them. For apps like Twitter and Facebook you could delete them from the phone and redownload them via your account so that they are linked to that instead.
If there are apps that have content in them, and you can't copy that content off (so that you can delete the app, buy/download it on your account, and copy the content back), then you will need the password to the old account to be able to update them. You should be able to get it reset via http://iforgot.apple.com

After changing your Apple ID information, you may need to manually sign out and sign back in on your devices so that they may recognize the update. You may find the following article helpful:

I changed my apple id and now I can't update my apps or download new ones. I've changed the ID in my iphone settings, but when I go in the apps store my old ID shows up. If I change my settings back to the old ID my password doesn't work. HELP!

So I changed my Apple ID. Now on my Iphone I can't update things from the apps store or download new stuff. I went into settings and changed my ID there, but in the apps store it still shows up as my old ID. The apps store won't let me log on with the new one, as my old still shows up, and if I go back into settings and change it back to the old ID the password I had before no longer works. This ***** Apple. You just ruined my Iphone!!! My phone went from being cool to being junk since I am not unable to download or update apps...the coolest part of my phone. Someone help??? I changed my Apple ID password and successfully validated it. Problem is the iPad App Store won't recognise me anymore. if I select an App to update it asks me to enter password, then says "You have not verified your Application ID.Tap OK to view the instructions on how to verify your ID.".
A new pop up box then appears saying an email has been sent to my address. The box to resend this is greyed out and the bottom line says "your email has already been validated successfully. thank you."
Any suggestions on how to solve this problem and force the iPad to let me update or download Apps again?

Same issues here. I try and log into face time and cloud, it tells me my email is not veryfied. I go back through the link sent in the verification email and, low and behold, it tells me my address has already been veryfied.
Getting really annoyed now. I have tried using a different email to log in with, but not even getting the verify email in my inbox, even after it states it has sent one.
CMON APPLE!!! Please resolve this glitch.
