I click on the Adobe Premiere Elements icon and it doesn't do anything, How do I fix that?

I am trying to open my Premiere Elements 12 and it isn't responding. How do i fix this?

What computer operating system is your Premiere Elements 12 running on?
Have you ever opened the program and created a project with it? In other words, is this a "it worked before but not now" or "it never worked before" issue?
1. Determine if the problem exists with and without the antivirus and firewall(s) disabled.
2. Right click the desktop icon, then from the drop down menu, select, click on, apply Run As Administrator.
3. Do you have the latest version of QuickTime installed on the computer with Premiere Elements?
4. Have you installed and are running the program in a User Account with Administrative Privileges?
Let us start here and then decide what next.

Thanks for the additional information and background on your Premiere Elements projects.
Here are my suggestions for you to consider when you revisit Premiere Elements 13 on Windows 8 64 bit.
a. Music. Actually take your iTunes music into iTunes to convert them to .wav version. And, then import the .wav version
into the Premiere Elements project.

b. If you have a 1440 x 1080 HD anamorphic 16:9 source at 29.97 interlaced frames per second, then you (manually) or the project (automatically) set the project preset to
NTSC
AVCHD
HD1080i30
However, when you go to export the Timeline content, then you select an export choice which uses 1920 x 1080 16:9, not 1440 x 1080 which depends on a 16:9 flag to stretch the 1440 x 1080 to 1920 x 1080 for display after encoding.

with preset M2T - H.264 1920 x 1080i30 or MP4 - H.264 1920 x 1080p30.
The missing ingredients in this include frame rate of the original and frame rate for export. Also NTSC or PAL. I have assumed NTSC for now. Curious about the settings used in Premiere Elements 13 tryout on Windows 7 64 bit that you used for comparison to the Windows 8 64 bit results.

I just bought Adobe Photoshop Elements 10 with Adobe Premiere Elements 10 and I have a new HP Pavillion g6, Windows 7, i5 core, 2.4 processor.
The package did not have any clear instructions for installing these programs but the discs said for MAC or Windows.   2 of the disc said to START with disc 2 for Windows 7.
OK I did that, then I went to disc 3, then disc 4. Disc 1 and 5 were marked MAC and did not work. I tried them just in case. Remember there were no clear instructions.
I got the Adobe Photoshop Elements 10 icon on my start screen.
My questions are:        Where is the icon for Adobe Premiere Elements 10?
                                     Was I suppose to go in some particular order?
                                     Should I have tried to install disc 1 and 5, because I tried them and they did not work?
                                     Disc 4 said installation was successful for Adobe Premiere Elements 10, but I could not find it in my programs?
                                     Is it now part of and incorporated into Adobe Photoshop Elements 10 and does not need a separate icon?

What computer operating system is your Premiere Elements 12 running on? Did you have the opportunity to update 12 to 12.1 Update yet using an opened project's Help Menu/Update? If not, please do so when you get the opportunity.

How do I remove the Adobe Premiere Elements Trail Version Sign from my video?

I'm making a video using the Adobe Premiere Elements, but they have a trail version logo across the screen so I cannot fully make a video without that showing. Is there any possible way that I can remove it? Thanks!

You cannot remove the Adobe watermark from an export of the Premiere Elements tryout, be it an export to file saved to the computer hard drive or a burn to disc.
But, you can remove the Adobe watermark from the Premiere Elements project file (known as the project.prel) after you purchase the program.
All you do is open the project file from the tryout in the purchase Premiere Elements and then....
a. In the opened project, go to Timeline Menu/and click on Delete Rendered Files
or
b. do nothing (some of us have found that the Adobe watermark automatically disappears from the tryout project file when that tryout project file in opened in the purchased Premiere Elements.
See which one works for you. The classical version of the how to is "a" above.

Has you contacted the seller through its Customer Service?
If that is the case and Customer Service has no idea of what you were given as a Product Key and how to use it, have you considered asking
your question in the seller's forum (PC software section)?
But, I have another idea for you to try first....are you involved in a student teacher purchase with prepaid card? If so, please click on the following link

I downloaded the 30 day free trial of Photoshop on 9/11, but have not been able to open it, or even find it on my computer. I do have the Adobe Create Cloud icon, and when I click it it list PS as downloaded and lets me access tutorials, but that is all.

If you are using Mac, please open the finder window click on go and choose applications and try to launch Photoshop from there.
If windows, please navigate to C:\Program Files\Adobe\Adobe Photoshop CC 2014 and double click on the Photoshop.exe file.

For your immediate issue, have you update the Online Services in preferences?
Where are you in the program when you get the message "Not possible to initialize on-line services".
Are you in a country outside of the USA?
There certain online services that are just not available outside the USA.
Please review and consider and then, based on your details, we will consider what next.
