I couldn't use my debit card to buy items on itunes store. My debit card is declined.

I tried registering my debit card on iTunes store but it says my card is declined. But I use this same card to buy stuffs online and offline. Why is that I couldn't use this debit card in AppStore and iTunes store? When I had a chat with one of the technical service team they said Debit cards are accepted but none of my friends could use their debit card to buy items in iTunes store. Please help me with this! Debit cards don't appear to still be accepted in all countries, and even where they are it seems (based on what some people have posted) that not all debit cards work.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. If it is then you could check with the card issuer to see if it's them that are declining it
Do you have a credit card that you could use, or are iTunes gift cards available in your country (they are not available in all and they are country-specific, they can only be used in their country of issue) ? If gift cards are then you could potentially use them as your payment method.

You can only use a country's store if you are in that country and have a billing address in that country on your account - are you in the country that you want to buy content from ? If you are then you can update the billing address on your account to be your address there (if using a credit card then that will need to have been issued by a bank in that country) via the Store > View Account menu option on your computer's iTunes.

I even tired the "Diagnostics" test. It shows that there is a disconnect with the internet and the iTunes Store. When I clicked the "Help" button next to it, it opened to a totally blank page. Nothing. I'm trying to sync an iPad 2 to iTunes on that computer. It shows on the computer that the apps have been synced, but they are not present on the iPad. Just as a note: the apps and info in the account has been loaded on the computer via 3Gs and then a 4S phone. Thank you for any and all help in this matter.

but now ,the problem is,
the account A can use xcode organizer to upload App,
and the account B can't upload in the same MAC and Xcode,

the problem is , .ipa can't upload by(in) account B
I think the bug can be two possible list blow
      1. the .ipa is wrong
      2. the account(B) is wrong.
if   the .ipa is wrong
the .ipa can't upload by any account (account A or account B, just change the identifier and the sigh identity)
but if the .ipa can upload success by account A,
so , the .ipa(program) is right.
then, there is exist only one possible,   the account (B) is wrong,

You can only buy/download content from your own country's store - to be able to buy from another country's store you will need to be in that country and have a valid billing address in that country on your iTunes account (content is licensed to Apple to sell by the content providers on a country-by-country basis).
In order to sell music in Angola the record companies will have have to grant Apple licenses to do so - until if/when they do that then unfortunately you won't be able to buy music from Apple. I am from Bangladesh, I recently bouhgt iPad Air 2. Now I am interested to buy Apps from iTunes Store with my Credit Card, Can I? I am asking this question because yesterday I used my credit card to buy GoodReader Apps with price tag $0.99 from iTunes Store, after clicked BUY option then I put my credit card information as soon as Apps Store showing me a message that my address mismatch with the provided with the bank. As a result I haven't able BUY the App from the store, but my credit card account charged with $0.99. But I did not got the app GoodReader with price Tag $0.99.
Please give me a proper guide. And also why the iTunes Store charged my credit card account though they have not permit me to buy the app? How to claim to reverse the amount?

Each time that you try to add a card, or change its details on an account, a small temporary store holding charge may be applied to check that the card details are correct and valid and that it's registered to exactly the same name and address as on your iTunes account - your card issuer should remove within a few days or so.

In terms of buying content, you have to be in a country to use its store, and have a billing address in that country on your account (you also cannot use a credit card issued by a bank from another country). As far as I can see there isn't currently an iTunes store in Bangladesh, until if/when Apple open one then unfortunately you won't be able to buy any iTunes content (apps, music etc)
