Connect the iPad to a charger, let it charge for half an hour, then try a reboot by holding both the power and home buttons until the apple logo appears.
If that does not work, start iTunes on your computer, connect the USB end of the cable, then press and hold the power button on the iPad and connect the other end of the cable.  Hold the power button for three seconds, and while continuing to hold it, press and hold the home button.  Continue to hold both buttons for ten seconds and then release the power button but continue to hold the home button for another twenty seconds.
When you release the home button, iTunes should now see the iPad and allow you to restore it.
