I did not set up security questions and now all of a sudden I am being asked to answer. What the heck?

Why, all of a sudden am I getting asked to answer security questions I never set up in the first place. I have never given credit card info, didn't need to because I have some iTunes Gifts to redeem. This is very frustrating!
