Have you checked your email's spam folder to make sure an email from Apple has not been put in there?

It is the same for the app store. You are required to have some sort of payment method in the record.

You've checked the purchase history on your account (Store > View My Account on your computer's iTunes) and nobody else has access to your account ? I can't download or buy anything from App Store with iPhone 4S.

After updating ti iOS7 App Store haven't been working correctly. No new or old buys or downloads. When I took auto updates off, I cant update because problems with buying/downloading. Error message keeps telling me "*App im trying to buy/download* is not available right now, try again later"
I've tried rebooting, re-logging, credit card updating... Nothing seems to help.

Just a second..., the dock is saying the Lion download is waiting...., I resumed the download, I don't know what cold happen, maybe the store needed time to clear my credit card (I live in Mexico), maybe my internet connection stalled...
I will post my status, hope when Lion is installed.

Ok, so I figured it out. I checked my iPhone and it was having the same trouble. So I went to settings (on the iPhone and iPad) selected store and logged out of the store. Then on my computer, I logged in to iTunes. I went to buy something (a free item...doesn't have to cost anything) and it prompted me to update the payment info (essentially needed to add the security code to my credit card). Then I gave it a minute or two to process...just in case. Logged back in to my iPhone and iPad and everything is back to normal.
Glad it's working, but they should really fix that issue on the mobile devices. Luckily I have iTunes on a computer, so don't have that (they only have the iPad...which they wouldn't be able to update).
Oh well...thanks all for trying to help!

I'm not sure if your issue is a connection issue or something to do with your account. I would suggest logging into your iTunes Store Account and reviewing / updating the billing information first. If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

I ordered Mountain Lion from App Store but have not received download code

I received an apple order confirmation acknowledging my order -- my order will not be shipped -- I was told by a Sr Advisor that I would receive an email with a download code right away - but I've yet to receive it. Please help - how to I get the download code? macappstore help is not helping. I'm desperately awaiting this update as I cannot complete retrieval of my data until I've got current version of Mtn Lion.

First, epub has nothing to do with size, it is a file format that is popularly used for ebooks, but ebooks published in epub file formats vary greatly in file size.
It will depend on where you buy it. Many books are DRM locked (Digital Rights Management, a software lock). If so, in order to load it into another companies reader or reader software, you need to use something like Adobe Digital Editions to "authorize" the book on the device. Apple's iBook software does not work with ADE.
If the book was DRM free, you should be able to read it in any ereader or ereader program that supports epub format.
If the book is DRM locked to B&N, Amazon, Kobo or whichever seller you shopped from, then the simples thing is to download their free app for the iPad (they all make one, in fact they all make free apps for iPad, Android, Mac OS X and Windows).
So the short answer is yes, you should be able to read any epub ebook file on an iPad, although not necessarily in iBook.

Amazon - get the Kindle reader app
B&N - get the Nook reader app
Kobo - get the Kobo reader app
non-DRM epubs can be read in iBook, Nook, Kobo, or Google Play
