I didnt make any purchases in app store but it was charged to my account. What do i do?

You've checked the purchase history on your account (Store > View My Account menu option on your computer's iTunes), and have you made any in-app purchases or have any auto-renewing subscriptions ? If not and you haven't added or changed your credit card details (when you do then a temporary store holding charge may be applied to check that the details are correct and valid, which should disappear within a few days) then you can contact iTunes support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

Start here (change country if necessary) and navigate to 'Password and Security', reset your security questions using the link provided, you will receive an email to your rescue address, use the link in the email and reset your security questions.
If that doesn't help, you don't receive a reset email or you don't have a rescue address, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support. -
In-app purchase didn't load but I was charged for it
My in app purchase for Brothers in Arms 2 didn't load but I was charged for it. Clicking "report a problem" brings me to the support home page rather than allowing me to send a report of the issue. How can I get my $9.99 back? Thanks for any help you can provide.
I did that. Clicking "report a problem" doesn't bring me to the screens shown on your link; it opens the Apple Support website. That's how i got here to ask the question.

Ok I don't understand why this sign that says "Terms and Policy of App store has changed!" So it tells me to go agree the new terms and policy. After i did that it returns to the App Store where i was before. And only like ten to five seconds it appears again! I just dont know what to do! Can anyone help me?!
Sign out of iTunes and sign back in and try again. The issue is being reported as being solved....

If you have a rescue email address (an alternate email address is different) on your account then you can use that to reset them : http://support.apple.com/en-us/HT6170
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will have to contact Support in your country to get the questions reset.
