How can I get a copy of Illustrator to install on my computer so I am not dependent on the cloud? I seriously do not like the idea that I am operating on the internet instead of on my hard drive. I often need to use my software in places where there is no internet access.

You can use Creative Cloud and once installed/activated I'm pretty sure you have 30 days until it has to be reconnected to the internet.
So even with sporadic internet, unless you foresee yourself going an entire month without even a mobile phone with data then I wouldn't worry about it.
Contrary to the name it doesn't actually operate off the cloud.

It sounds like you may have multiple problems, but none of them are likely to be caused by malware.
First, the internet-related issues may be related to adware or a network compromise. I tend to lean more towards the latter, based on your description of the problem. See:

If investigation shows that this is not a network-specific issue, then it's probably adware. See my Adware Removal Guide for help finding and removing it. Note that you mention AdBlock as if it should have prevented this, but it's important to understand that ad blockers do not protect you against adware in any way. Neither would any kind of anti-virus software, which often doesn't detect adware.
As for the other issues, it sounds like you've got some serious corruption. I would be inclined to say it sounds like a failing drive, except it sounds like you just got it replaced. How did you get all your files back after the new drive was installed?

Migrating Presets does not require a network connection and you can still migrate your cc presets if you still have CC installed. Use Photoshop menu Edit>Presets>Migrate Presets... Migrating presets only migrates presets. It does not migrate Plugins, settings, extensions and scripts. CC 2014 is also not completely backwards compatible with CC. Support for Flash Panels and Oil Painter filter have been removed. So extensions like mini bridge no longer work in CC 2014

You might want to try resetting your router and your modem - just unplug the cords, leave them unplugged for about 3-5 minutes and then replug the modem and then the router in that order.
This may or may not correct your problem - call back if it doesn't.

I purchased a Verizon MIFI 2200 mobile hotspot with my forst generation iPad almost tow years ago so that I could have internet access with my WiFi only iPad and my iPod Touch. All in all it is pretty reliable but as varjak paw stated above...

Like my cell phone - there are locations where the MIFI doesn't play nice with the cellular networks and it may struggle to find a good signal. On the other hand, sometimes my connection zips along quite nicely. Just keep that in mind - if and when you decide to purchase a mobile hotspot.

Why must I have Internet access and be logged into Adobe to use Photoshop Elements?

I can not use Adobe Photoshop Elements 13 unless I have Internet access and log into an Adobe account. Why? This means you can't install the software on a laptop and use it while traveling unless you have 100% Internet access throughout your trip. What a load of ....... Why is this? I there a way around it?

If you are unable to view content that has already been downloaded then you problem is within you device. First shut it down all the way by holiding the sleep button at the top until the power off slide appears at the top of your screen. Then slide that and wait while it powers off. Give it a good 30 seconds to do this. then power it back up. if that doesn't work, you may need to call the apple care folks. One other option is to restore it to factory settings and reload it with the updates first and then sink your media to it. You should already have it backed up to iCloud, but if not, do that first then do the restore.

Rcshnoor nailed it, everything will depend on how they manage their data connection once the laptop is connected. It is perfectly feasible that they will have no issues with this new connection. However, there is nothing stopping the user from going above and beyond the data usage cap currently sufficient for the phone by itself. We cannot presume that any estimations on new usage will be accurate either.
Users should always be aware of the reality that revolves around data usage and the devices that consume them. Its no different than installing a 2nd waterline/hose on your house. Sure the hose will be fine if you remember to turn it off when you are done, but no one is going to stop you from letting it run all night if you forget.

Movie not loaded without internet access

We have developed a flash movie to industry showing production data for a machine. Clients running this flash movie in a web browser. Some of these clients have internet access and others do not.
The clients have access to intrernet shows flash movie without problems.
The clients without internet access just shows a black box with the text note loeaded movie.
The customer does not want to connect these clients to intenet but would consider opening specific ports or websites if necessary.

It does not matter which version of the flash player or internet explorer that we use. We have tested many different varieties.

What errors are you getting when connecting to the server? There's several events you should be listening for, e.g. Event.CONNECT, Event.CLOSE, DataEvent.DATA, IOErrorEvent.IO_ERROR, SecurityErrorEvent.SECURITY_ERROR, etc..
One of those should be giving you some useful information about the connection status.
What sandbox are you using? Here's some info on setting the sandbox to essentially Administrator level so the SWF is allowed to connect to all resource types via a config file:

If not running AIR (which removes the need for that config) you're going to want your SWF to have access to local filesystem and networking without restriction. You should check what Security.sandboxType is set to. If the config file is successful (or you use the SWF settings menu to add the SWF as trusted) it should report Security.LOCAL_TRUSTED. If it's AIR it will report Security.APPLICATION. Then you know the SWF has permission to access network.
Outside that the events returned from the socket connect should let you know if the problem lies on the server. I'm assuming you're already running a Security.allowDomain("*"). I don't know if this pertains to LAN IP ranges however, that'd be a good question. It falls in WAN in the 192.168.x.x and 10.0.0.x ranges.

Why I cannot purchase or update apps for my new iPad all of a sudden? I have internet access.

When I tried to update apps they are stuck with "waiting..." and I cannot access those apps anymore. I have Internet access all this time.

Restart the iPad (hold the Home and Sleep buttons until the Apple logo appears.
This sometimes happens if the download of the updates gets interrupted.
If that doesn't work, downalod the updates via iTunes, and sync the iPad to iTunes.
In either case, you don't lose the app data
