im unable to purchase anything in the app store becouse i do not know my security answers. now my account is locked and i am not recieving emails to change the security questions. This is very irritating that i cannot fix the issue withought posting here!

You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.

If this doesn't work you will have to contact Support. Just downloaded iBooks on my iPad and its not accepting my security answers how can I change that?

Delete the data for the guest network on the iPhone, iPad, etc.
Log on to the "Guest" network
On the home screen, tap Settings, tap Wireless, tap on the name of your wireless network, tap Forget This Network.
Now log onto the network that you want to use, and the iPhone / iPad will connect to that network automatically in the future.
