I do not like the new tab location in 4.0. It is at the top. Is there any way to get the tabs to show up at the old location? I have since went back to 3.6.17.

I like the old tab location that is the same as IE8. Anyway to get the old tab location with 4.0?

Right click a blank part of the Tab bar and then click "Tabs on top" to remove the checkmark. Tabs will appear beneath the location bar afterwards.
You can also click the top option called Menu Bar to reinstate the text links at the top.
