I don't have music listed in settings to activate iTunes match

Why don't I have music listed in settings on my ipad2.  How can I resolve it?

Did you subscribe to iTunes match on your computer first. It must be set up on a computer? You must be running Windows Vista or Max OS X 10.7 in order to subscribe to iTunes Match.
I am not using this service so I haven't been through the process. Apple has a support article about how to subscribe, but I thought this one was pretty straight forward and informative as well. Take a look at this.

    If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.0.1. For the iPad Mini the iOS is 6.0.2. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

    If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.
    Tip - If connected to your computer, you may need to disable your firewall and anitvirus software temporarily.  Then download and install the iOS update. Be sure and backup your iPad before the iOS update. After you update an iPad (except iPad 1) to iOS 6.x, the next update can be installed via wifi (i.e., not connected to your computer).

    Skipping songs
    The iPod seems to fail to play all of the occasional track that iTunes, and indeed other PMPs, are happy to play. There is probably some minor technical error in the internal structure of the file which is normally ignored by other playback software but causes the Classic to bail out.
    If you use Windows you may like to try scanning the files with MP3Validator which can find & fix some internal MP3 errors.
    Some users have also suggested that completely removing all id3 tags and then replacing the information can be a solution. This can be achieved in iTunes by selecting an affected track, right/control clicking and using the option Convert id3 tags> None. Since some files may mistakenly have more than one tag you may need to repeat this action. Once you have confirmed that no tag is present you can replace the tag information using Convert id3 tags > V2.3 (I believe it is recommended to avoid using V2.4).
    Personally I have found files for which these solutions don't work. In this case the workaround is either to re-rip the tracks or get iTunes to re-encode the file, e.g.convert AAC to MP3 or vice versa and sync the newly encoded file to the iPod instead. Because transcoding will cause a loss of fidelity you should keep your original file so that if a future iPod firmware resolves this issue you can put your original files back onto the iPod.

    Music purchased from iTunes can be transferred by connecting your phone to your computer, right-clicking on its name on the left sidebar of iTunes and choosing Transfer Purchases.  Non-purchased music (imported ripped CDs) cannot be transferred from your phone to your computer.  You would need to use 3rd party software such as Touch Copy to accomplish that.

    Nothing until you get back to the computer.  The device has to be put in recovery mode if using a different computer's itunes, that will delete everything from the device, leaving it as new.  But then you'd have to find a computer to do this with.

I know it's a safeguard created so people cannot endlessly log in and out of others accounts and share there music and stuff. So, any help?

    There is no work around, you must wait the 90 days (or however long is remaining) before associating the device with another Apple ID.
    Keep in mind that if you log into your mother's iPad with your iTunes Store Apple ID she will then be using that Apple ID for everything including purchases. Any apps purchsed with her Apple ID can not longer be updated on the device.

    Ive had to reboot my Apple TV before I had the option to enable iTunes Match but it did not see my music library. I tried a second reboot and it still says my music library is empty.
