How to reset your Apple ID security questions.
Go to appleid.apple.com, click on the blue button that says 'Manage Your Apple ID'.
Log in with your Apple ID and password. (If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email)
Go to the Password & Security section on the left side, and click on the link underneath the security questions that says 'Forgot your answers? Send reset security info email to [email]'.  This will generate an automated e-mail that will allow you to reset your security questions.
If that doesn't work, or  there is no rescue email link available, then click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later.
Next, go to https://getsupport.apple.com
(If you see a message that says 'There are no products registered to this Apple ID, simply click on 'See all products and services')
Choose 'More Products & Services', then 'Apple ID'.
A new page will open.
Choose 'Other Apple ID Topics', then 'Forgotten Apple ID Security Questions'.
Click the blue 'Continue' button.
Select the contact option that suits your needs best.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then see if this user tip helps : https://discussions.apple.com/docs/DOC-4551
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then try Apple ID Account Security
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57

  • HT5312 I don't know the answers to my security questions and I don't know my rescue email. Now I'm locked out of my account. How do I fix this?

You need to contact Apple, either through the link in that article or by phoning them and asking for the Account Security team.

  • HT201363 I don't know the answers to my security questions or my rescue email address, how can I change those

I need to change my security questions because I don't know the answers to them and I don't know my rescue email either. How do I fix that?

You need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

  • HT201303 Forgot the answers to my security questions, what should I do?

I forgot the answers to my security questions because I made them so long ago. But now, when I try to buy a movie, apple asks me for my security question answers and I don't know them. How can I 'rewrite' my security answers, so I can finially buy a movie?

Check the AppleCare number for your country here:
    http://support.apple.com/kb/HE57
Call them up, and let them know you would like to be transferred to the Account Security Team.

  • I don't know the answers to my security questions, I always put in the 2 answers that make sense but this is the second time that Apple has made me give security questions and I'm very upset that I've had to complain twice now!

It wouldn't bother me if this was the first time, but it's not. I don't know if I supplied an emergency email or not, if I did I have no idea what it would be. It might even be my dad's and talking to him about this would be a nightmare. The first time this happened I just sent an email explaining what was going on and then they made it so I didn't need to supply a security question to use my iPhone but now it's making me supply one for my iPod, even though it's older than my phone and I've never had to supply one before on that device. It'd be nice if I could have the security questions emailed to my actual email instead of some other bogus email that I have forgotten about. Sorry this isn't the most polite complaint, but I'm pretty frustrated and would like an answer that doesn't involve call apple. I think I have social anxiety because I'm not all that great talking to strangers, even if it's on the phone.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can get a clue to what it is, and potentially use it, by going to https://appleid.apple.com/ and clicking 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have, or don't want to use, your rescue email address (you won't be able to add/change it until you can answer 2 of your questions) then you will need to contact iTunes Support or Apple to get them reset (which will be by phone as they need to verify your id - we are fellow users here on these forums).
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
When they've been reset you can then use the steps half-way down this page to add/change rescue email address for potential future use : http://support.apple.com/kb/HT5312 . Or you could change to 2-step verification : http://support.apple.com/kb/HT5570
