I can't answer security questions because I dont remember the security questions. i did this a while ago i honestly dont remember. i tried to contact support but they just told me what you just told me.
We are fellow users here on these forums, you're not talking to iTunes Support nor Apple.
How did you contact Support ? You should be able to contact them in your country via this page and get your questions reset : http://support.apple.com/kb/HT5699
When they've been reset you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use : http://support.apple.com/kb/HT5312 -

You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions.
