So, i have one ID apple with one credit card for family devices, so my family used my apple ID for purchasing games , app ,...
Can we used one apple id with same credit card for 4 perons ( i have 2 devices , my father 1 devise and my brother 1 devise ) ??

SMS is exchanged over the same network as calls - no data involved.
MMS requires data.
iMessage requires the same as email - internet access via an available wi-fi network or via your carrier's cellular data network.
You can disable SMS/MMS altogther with your account by requesting this with AT&T. You can turn iMessage off unless your iPhone is connected to an available wi-fi network.

You cannot delete an Apple ID, you just stop using it. Understand that any apps purchased using that ID can only be updated with it. Apps are tied that ID used to purchase them. If you want to use a new ID for everything, you will need to repurchase any old apps using the new ID.

iTunes and iCloud and different accounts, you will need to delete both accounts from your device before adding the new details in their place.
For iCloud go to settings > iCloud, scroll down and hit the delete button. You can then sign back in using your correct details. For iTunes go to settings >store, tap your account ID and then sign out, you can then sign back in using your correct Apple ID.

I would like to close down the two other apple id's and use only my iCloud account.

Content and Apple IDs -
Content is forever tied to the Apple ID that bought it. Apple does not transfer content from one Apple ID to another. Apple does not merge Apple IDs. You will never be able to access your content bought with another Apple ID with a new Apple ID.
The only way to get down to one Apple ID is to abandon content from the other two, or abandoning the idea of ever updating anything from the other two.

Your question isn't at all clear. Is this a second-hand phone which has been locked by the previous user? In that case only the previous owner can unlock it, either by providing you with the account ID and password, or by removing it from his list of devices (as he should have done before selling it) - please see http://support.apple.com/kb/ts4515
If you unable to contact him to do this then I'm afraid you will not be able to use the device - there is no other way of unlocking it at all.
You should if possible return it to wherever you bought it and ask for a refund as in this event the device is completely useless.
You should not post serial numbers or any other personal data here; I've asked the Hosts to remove it.

It is not possible to create a new iCloud account using a Windows machine. You must create the account using a Mac (10.7.5 or more) or an IOS device (iPhone etc). Once that is done you can sign into and use the account on your Windows machine.

I want to move my library from one account to another, it is also on a different computer. How can I do this?

I want to move my library from one account to another. However, when I try to sync th old account it is not syncing to my iphone or exporting out. How can I do this? Someone told me that it may be set to WiFi but it was not. My libray is sitting there but I can get it out. Mean while I have changed accounts and down loading to the iphone on my new account (and changing computers as well) How do I make this work so I can get my Library to sync to my iphone or export it from the old account. Is there anyway to move my library from one accont to another from the itunes side?

Media is permanently tied to whatever account was used to purchase it. There is currently no possible way to change the account it is tied to.

Hello, thank you for your prompt answer. I did have an idea that Home sharing might be the answer but could not quite figure out how to do it. I have enabled home sharing in my iTunes account, put in username and password, clicked on creat etc. But the homs sharing icon doew not appear in the left side of iTunes. So I got stuck. To migrate your phone to a new account, start by saving any photo stream photos that you want to keep to your camera roll (unless already there) by opening your my photo stream album, tapping Select, tapping the photos, tap the share icon (box with upward facing arrow), then tapping Save to Camera Roll. If you are syncing notes with iCloud that you want to keep on the phone, you'll need to open each of your notes and email them to yourself so you can later copy and paste the text into new notes created in your new account. Then go to Settings>iCloud, tap Delete Account (which only deletes it from this device, not from iCloud; your other devices won't be effected by this), provide the password to turn off Find My iPhone (if using iOS 7) and choose Keep on My iPhone when prompted . Then sign back in with your new Apple ID to create your new account and choose Merge to upload your data to the new account.
