Do you have enough funds in your bank account?
otherwise iTunes sometimes black lists card if there are too many fradulent purchases
Reason why they might black list a card is possibly you call in for alot of fradulent purchases
One more reason can be because iTunes does actually limit the amount you can change payment methods
Call AppleCare Phone support and have your call directed to iTunes Store

I figured out what was going on the app had miss represented how much space it would take it had said it was 1.2g's however it was really 1.9g's which was all I had left on the phone I downloaded it to my computer first from the apps store then was able to see this. At that point I was able to rearrange some memory to accomadate it's size thanx for the help.

My daughter has used my computer to log into iTunes and download music but now it won't let me download recently purchased music from my iPad onto my computer. I want to transfer the recently purchased songs onto my iPod so how can I do this now? iTunes now says that I have to wait another 55 days! There must be a way to do this since I have paid for them.
In iTunes sign out of your daughters Apple ID and sign in with your own.

Aside from what Rudegar has suggested - swipe from screen to screen and see if the icon is on another screen or in a folder somewhere.
Do a search on your iPad and then tap on the icon when it shows up to launch the app store and then go back to the home screen and see if it is there.
You can always reset the home screen as well to return the app store icon to your home screen. Settings>General>Reset>Reset Home Screen Layout.
Bear in mind that if you choose this option - it will return your home screen layout to what it looked like when you first activated your iPad. Any folders that you created on the home screen will be gone, but the App Store icon will return. -

Also, make sure your billing address is exactly correct, i.e. the same as on your CC statement. -

What country's Store are you using?
The two have to be the same and the payment method for your account also has to be associated (billing address, where iTunes gift card was purchased) with that country.
Has the ID(s) worked before for purchases for this country's store? -

So I just updated to the newest update that was available for safari and iTunes but now it won't let me go on the Internet using safari and it also won't let me sync my songs ,,,,,(it takes forever to backup my iPad AND my iPod) so what can I do ?

This worked for me an hour ago and has allowed me to sync ok. Still haven't tried downloading the new version 5 to the phone yet as I'm still backing up photos etc just in case.
1. Quit itunes
2. Start an elevated command prompt (Start Menu -> All Programs -> Accessories -> right click Command Prompt -> Run as Administrator)
3. Once in the command prompt type the following 3 words starting where your cursor is flashing: netsh winsock reset
4. press ENTER
5. Reboot your machine
6. Restart itunes & connect device to sync

Your ITUNES account can be accessed from any device or computer that has itunes, as long as you have your username and password. Using your itunes account from another device does not affect your ability to use the account from your device.

Reboot your iPad and then see if you can set the security questions.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
