You are out of luck. There is no way to recover it and now you will have to restore your iPad as new and you will lose everything on it. If you restore from a backup, you will just be restoring the forgotten restrictions passcode onto the iPad.
If by some chance .... You have a backup that was created before you put the restrictions passcode on the iPad, you can restore from that backup, but if not, you have to restore as new.

Not possible. You need access to iTunes.
The passcode will be required to make changes to these settings or to disable Restrictions. Note: If you lose or forget a restriction passcode, you will need to perform a factory restore to remove it.

I have heard that when I try to enter my restrictions passcode too many times(when it is incorrect of course) ilol eventually have to restore it to factory settings. Isn't this quite a silly idea? you'd think Apple would give the person in charge of the restrictions someway to retrieve the passcode if they forget. When I logged onto it and synced all my settings from my last phone, my restrictions passcode came on it aswell just like it had been before. So basically, if I forget my passcode and I return the phone to factory settings and try and sync my icloud account, won't I just get the passcode on my phone once again after all of that? I'm confused. Can someone explain to me what will actually happen?

So in doing a factory restore you will basically restore your iPhone as if it were a new device, losing all the items that were restricted.
