Greetings I have a number dlxjk755fd6 iPad Mini You updated to the latest version, and asked me to icloud account name registrar but I forgot the password and secret question as well forget.
I remember when you used the accounts of the device and I know the password for this account But I do not know the account password

If you are saying that you've forgotten the passcode to unlock the iPad then you will need to connect the iPad to the computer that you normally sync to and you should then be able to reset the iPad and restore/re-sync your content to it (http://support.apple.com/kb/HT1212) - you may need to put the iPad into recovery mode for your iTunes to be able to reset it : http://support.apple.com/kb/ht1808

I never changed my password. Now it does not work. I tried "I forget password" and it says it sent email, but I receive it. At a loss of what I can do now.

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Security' and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox).

I remember the security code, and I will ask for a password reset and questions.

If you have a rescue email address on your account then you might be able to get your password reset http://iforgot.apple.com, and you can then get your security questions reset using the steps on the HT5312 page that you posted from.
If you don't have a rescue email address then you will need to contact iTunes Support / Apple in your country to get your password and questions reset.

If your device is signed into an old ID of yours that is an earlier version of the ID you want to sign in with, do the following:
If you are using iMessage and FaceTime, make sure you are signed into these services with your current ID. If they are signed into the old ID, go to Settings>Messages>Send & Receive and Settings>FaceTime, tap the ID, sign out, then sign back in with your current ID.
Then temporarily recreate the old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. (You should not have to verify the old email account so it doesn’t matter if you no longer have access to it.) Now go to Settings>iCloud, turn off Find My iDevice and enter your current password when prompted (even though it prompts you for the password for your old ID). Then save any photo stream photos that you wish to keep to your camera roll (unless you are using iCloud Photo Library). When finished go to Settings>iCloud, tap Sign Out (or Delete Account if you are not running iOS 8) and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address back to the way it was. Now you can go to Settings>iCloud and sign back in with your current iCloud ID and password (your data will download back to your device).

Have you checked Spam? I have noticed recently in my Gmail that Google sends some mails from Apple to the Spam folder.

Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions.
