I was told to create a password for my itunes backup, which i did. Now its telling me my passwords is incorrect. I dont know what to do because i am locked out of my phone and don't remember its password.

The backup encryption passcode has nothing to do with locking a user out of their backup.
If the encryption passcode has been forgotten, nothing can be done. There is no reset for the encryption passcode.
Delete the backup and create a new one.

As Ocean20 say, your only shot at recovering the photos and data is to restore from a backup (with iTunes if you took the backup with iTunes, through iCloud if you took the backup through iCloud).
The erasure is to prevent your data from falling into the hands of somebody who takes your phone and eventually guesses your password. If you feel that the inconvenience caused by this feature and your friend outweighs the trouble that somebody could cause if they got possession of your contacts and other data, you can change this behaviour.
Settings > General > Passcode Lock > Erase Data > OFF

If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.
Alternatively, place the device in recovery mode and restore it to erase the device:
Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device

After that, create a new user account with administrative privleges and then delete the old user account.
Make sure to copy any data from the old account that you may want, as afterwards it won't be accessible.
Or, use the OS install discs to erase the hard drive and reinstall the OS.

As soon as I saw it I recover the password and return the access to my iPad. But iPhone is not registered for my apple ID any longer. Can Apple help me somehow? I have all the documents and the iPhone box. Will they lock the iPhone and return me access to it. I'm sure it's been attached to another apple ID.
PS. the apple ID I'm using on the discussons is not the hacked one.

I am not exactly sure why the menu did not detect the password change or if it was stored incorrectly after you changed it? You can only import photos from the camera roll into the computer. Is that the album that you are seeing?
Any albums that you create on the device itself (the iPad that is) cannot be transferred to your computer. iPad created albums do not contain copies of your photos but merely pointers to those photos so they do not actually exist in those albums.
