Everytime I want to buy an app from the app store it says that I have to answer some security questions before I can buy an app. I forgot the answers to them so it says to send an email to resart your answers. I've send it about 10 times but I don't get the email. PLEASE help!

If you don't have a rescue email address then you will need to contact iTunes Support / Apple to get the questions reset.

When they've been reset you can use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Start here, and reset your password, you will receive an email with your new password, then go to manage your account > Password and Security and change your security questions.
If that doesn't help you might try contacting Apple through iTunes Store Support
